Biography

Born on June 15, 1959 in the city of Kineshma, Ivanovo Region.

1976: MVKUDIV

In 1976 he entered the Moscow Higher Command School of Road and Engineering Troops (from 1998-2012 - Military Technical University at the Federal Agency for Special Construction, from 2012 - Military Technical University of the Ministry of Defense of the Russian Federation, liquidated in 2015).

1980: Served in the military

1980-1986 - served in the positions of officers.

1986: VIA named after V.V. Kuibysheva

1986-1988 - was a student of the Military Engineering Academy named after V.V. Kuibyshev (since August 1, 2006, the Military Institute (Engineering Forces) of the Armed Forces of the Russian Federation of the Combined Arms Academy of the Armed Forces of the Russian Federation).

1988: Russian Emergencies Ministry in Yaroslavl Region

1988-1994 - appointed to the post of head of the operational department - deputy chief of staff of the civil defense of Yaroslavl.

1994-1997 - Appointed to the post of Chief of Staff for Civil Defense and Emergencies - Deputy Chief of Civil Defense of Yaroslavl.

1997-2002 - was in the post of head of the department for civil defense and emergencies - deputy head of the Civil Defense in Yaroslavl.

2002-2013 - was the head of the Main Directorate of the Ministry of Emergencies of the Russian Federation for the Yaroslavl Region.

2013: Academy of Civil Protection of the Ministry of Emergencies of the Russian Federation

Since March 2013, he was appointed head of the Civil Protection Academy of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Management.

2017: EMERCOM of Russia

By a decree of the President of the Russian Federation of February 2, 2017, he was appointed Deputy Minister of the Russian Federation for Civil Defense.

2025: Sentence - 3 years in prison for forging documents for obtaining a 3-room apartment

On July 4, 2025, the Investigative Committee (IC) of the Russian Federation announced that the court had sentenced the former deputy head of the Russian Emergencies Ministry Pavel Baryshev. He received three years in prison for fraud on an especially large scale.

The Main Military Investigation Department of the RF IC opened a case against Baryshev in 2024. According to law enforcement agencies, the ex-deputy head of the Ministry of Emergency Situations produced forged documents on his right to receive housing, on the basis of which he "stole a three-room apartment in the Moscow region worth at least 20 million rubles."

In 2017-2019, Baryshev forged and submitted to the court official documents on his right to provide housing. Based on the results of the consideration of these documents, the court decided to provide Baryshev with a three-room apartment in the Moscow region, the UK said.

The court concluded that by his actions Baryshev caused damage to the state on an especially large scale. He was found guilty of committing fraud and falsification of evidence in a civil case (part 4 of article 159, part 1 of article 303 of the Criminal Code of the Russian Federation). Baryshev will serve a prison sentence in a general regime correctional colony. He was also fined 200 thousand rubles. The stolen apartment was previously seized by the court.

As RBC notes, referring to Baryshev's income declaration, in 2024 he owned a land plot of 1.5 thousand square meters, an apartment of 91.3 square meters and a garage. His annual income exceeded 8.6 million rubles. Two apartments (with an area of ​ ​ 137.8 and 110 square meters) were registered for Baryshev's wife, as well as a Mercedes-Benz GLE 300 car. Its annual income is indicated in the amount of 499.3 thousand rubles.[1]
