2012: Participation in the tender in FCS of Russia

As the investigation found, at the beginning of 2012 the information and analytical service of the Central basic customs on behalf of the deputy her head Ruslan Lagutkin decided to hold the tender for delivery for needs of customs divisions of a sound technical and video projection equipment — different projectors, the sound intensifying equipment and columns to them. From the budget 52 million rubles were selected for the government contract. Ruslan Lagutkin to whose service duties in addition belonged tendering process, order taking from suppliers and development of the work documentation on carrying out tenders dealt with this issue.

Wishing not only to provide customs with the necessary equipment, but also it is quite good to earn from it, the investigation believes, Ruslan Lagutkin phoned to the acquaintances Roman Peshkov and Alexey Nesterov heading Fanns Holding LLC and Ofis Engineering LLC and suggested them to participate in the project. These firms as detectives set, were specially created for participation in customs auctions and more than once for several years under Ruslan Lagutkin's patronage won them.

Ofis Engineering, the company with the authorized capital of 10 thousand rubles, is engaged in wholesale in office equipment. By the way, she won tenders for the conclusion of government contracts for supply of equipment not only for customs, but also for Russian Central Election Commission, the Moscow state medico-dental university and Academy of civil protection of the Ministry of Emergency Situations.

Won firms the tender and this time. In March, 2012 misters Lagutkin, Peshkov and Nesterov, said in case, made and submitted to information and technical service documents for the tender. At the same time offered Fang Holdingom and Office of Engineering conditions of deliveries looked more attractive in comparison with other applicants.

Many of competitors of both firms (as believes the investigation, not without participation of mister Lagutkin) did not suit the tender commission. As a result, as reported Kommersant in ICR, "allowed to the tender three organizations under control of participants of criminal group the government contract more than on 52 million rubles was concluded with one of which". At the same time, according to the official representative of ICR Vladimir Markin, "it turned out that the maximum market price of the equipment taking into account delivery, installation, setup and commissioning at the time of signing of the contract did not exceed actually 26 million rubles". It was set both during investigation and search operations, and using the examinations appointed the investigation and polls of equipment manufacturers and its installation specialists.

2013: Charge of embezzlement of FCS

On April 9, 2013 the staff of the Moscow interregional investigation department on transport (MMSUT) delayed in a study on suspicion of especially large fraud of the deputy chief of information and technical service of the Central basic customs FCS of Russia Ruslan Lagutkin. Together with it also representatives of two firms which, according to the investigators, on deliveries according to the government contract of the equipment for customs stole over 25 million rubles were delayed.

As reported Kommersant in MMSUT, from the beginning of the working day investigative and operational crews left to several addresses at once. In particular, they visited information and analytical service of the Central basic customs on Novodmitrovskaya Street where Ruslan Lagutkin and also at offices Fanns Holding LLC and Ofis Engineering LLC at which Roman Peshkov and Alexey Nesterov respectively work works. Besides, investigators and detectives carried out searches at the place of residence of all three persons involved. These events were held within the criminal case brought upon large fraud (Article 159 of the Criminal Code of the Russian Federation).

According to the estimates of the investigation, defendants in the case caused to the state damage in the amount of 25 million rubles. According to sources of Kommersant in investigating bodies, charge according to Part 4 of Article 159 of the Criminal Code of the Russian Federation will be brought to them in the next few days then the issue of election of a measure of restraint^[1] will be resolved^[1].
