Was born on September 27, 1977.
In 2000 the master of the equipment and technologies graduated from the Tver state technical university.
In 2000 worked as the specialist in IT directorate of Peugeot Citroën Russia company.
In 2000-2001 was the head of iCash.ru online store.
2002-2008: RBC Software/Armada
From 2002 to 2003 headed department of online projects of RBC Soft company.
In 2004 it was appointed the deputy CEO of RBC SOFTWARE company of Alexey Kuzovkin. Later the company was renamed into Armada. In 2008 Savtsov left firm as a result of the conflict with the CEO.
2009-2010: IntellectMoney
In 2009-2010 acted as the co-founder IntellectMoney company in which held the CEO's post.
2015: Conflict in Biglion and creation of Costmart and Kupanda
Together with the spouse Irina Savtsov became one of co-founders of Internet service of coupon discounts Biglion. Became the participant of the conflict with other shareholders of the company later. In more detail about the conflict see Biglion.
In 2014 shareholders of Biglion Vladimir Vinogradov and ru-Net fund of Leonid Boguslavsky with assistance of the American hedge fund of Tiger Global Management (together own 66.6% of stocks of Biglion) suggested to refuse business on sales of goods. Oleg Savtsov with the wife Irina did not agree with it and, according to sources of Kommersant, created the Costmart company trading in goods. Mister Savtsov did not comment on it.
In June, 2015 former employees of Biglion company with assistance of her co-founder Oleg Savtsov started already the second business — this time the direct competitor of Biglion — service for sale of coupons on Kupanda discounts. Shareholders of Biglion claim that their rights are violated. The dispute could come to the end with the redemption of a packet Biglion belonging to Oleg Savtsov, but the parties did not agree about the price. Oleg Savtsov claimed that he does not participate in Kupanda.
Kupanda operator, as well as Costmart, Offprays LLC registered in April, 2015 is. In Offpraysa "several tens of former employees of Biglion" which left the company because of a corporate dispute between shareholders work, Timur Aitov, Oleg Savtsov's acquaintance working with it together in Armada company told earlier. "Oleg and Irina Savtsovykh's actions violate the shareholders' agreement in which it is provided that shareholders of Biglion cannot develop the competing business in parallel — Vladimir Vinogradov told Kommersant. — Both businesses — both Costmart, and Kupanda — are created using assets of Biglion"[1].
The shareholders' agreement of Biglion is violated, the representative of ru-Net agreed. And mister Vinogradov, and in ru-Net did not exclude judicial proceedings on this matter, but as a result did not begin to submit claims.
In September, 2015, according to Vedomosti, among shareholders of Kupanda and Costmart there was a co-owner of Finprombank Anatoly Goncharov who also at that time owned a share in other large online retailer Wikimart. Then Offprays LLC carried over the Cyprus offshore of Deleva Holdings.
2016: Closing of Kupanda and Costmart
In September, 2016 it became known that Kupanda and Costmart are closed. The websites of both projects do not function. In Kuntsevsky Court of Moscow there are several claims from the staff of Offprays LLC (the legal person of Kupanda and Costmart) concerning nonpayment of the salary.
According to the source, familiar with a situation, the start of Kupanda and Costmart was not really successful because of depreciation of the ruble, and the fact that the main investor Finprombank faced large problems (it is threatened by revocation of license) finished projects and no opportunities to support unprofitable collateral projects at it[2] remained[2].
