Detention
On November 14, 2024, the Basmanny Court of Moscow received a petition to choose a preventive measure in the form of detention of Rostelecom employee Vladimir Shadrin. According to Interfax, he is the director of the company's dedicated communication networks.
An entry on the election of a preventive measure to V. Shadrin appeared in the file cabinet of courts of general jurisdiction in Moscow. Part 4 of article 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group or on an especially large scale) appears in the case card.
A similar petition to the same court on the same day was received in relation to A.V. Menchitsa, part 4 of article 159 of the Criminal Code of the Russian Federation also appears in his card on the election of a preventive measure. According to Interfax[1], we are talking about the general director of Compliance Software, a system integrator and an expertise center in the field of cybersecurity and information protection. According to the company's website, it carried out projects, including for Rostelecom[2].
It is possible that these are related events.
In an official commentary for the media, Rostelecom says that the company knows "about the situation" and cooperates with law enforcement agencies. Other details in Rostelecom are not disclosed.
Arrest on embezzlement charges
On November 19, 2024, the Basmanny Court of Moscow announced the arrest of Vladimir Shadrin, director of dedicated communication networks at Rostelecom. He is accused of particularly large fraud.
The detention of Shadrin, as well as his alleged accomplice, the general director of Compliance Soft, Anton Menchits, became known on November 14, 2024. According to preliminary data, as the Kommersant newspaper clarifies, men may be involved in the theft of funds allocated for the purchase of licenses for software. We are talking about damage in the amount of 180 million rubles. As part of the case, the Basmanny Court received petitions for the arrest of both detainees.
A criminal case was initiated in the Main Investigation Department of the Investigative Committee of the Russian Federation on the fact of theft of Rostelecom funds. The defendants are charged with committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years or without it and with restriction of freedom for up to two years or without it.

As noted, TASS referring to court documents, Shadrin's involvement in the embezzlement is confirmed by the protocols of inspections of his correspondence, cash Telegram flow statements, as well as other case materials. Menchitz, in accordance with the court's decision, was also sent to custody.[3]
Refusal to admit guilt in the embezzlement case
On December 4, 2024, Rostelecom's director of dedicated communications networks, Vladimir Shadrin, who was arrested on charges of embezzling money from this company, declared his innocence. According to him, he did not commit the crimes incriminated to him.
Shadrin, as well as his alleged accomplice, the general director of Compliance Soft, Anton Menchits, were arrested in mid-November 2024. The criminal case was initiated by the Investigative Committee of Russia (TFR) under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud on an especially large scale. The case file refers to two contracts between Rostelecom and commercial organizations for the purchase of software. According to the investigation, more than 180 million rubles were stolen on them.
If the guilt of the top manager of Rostelecom is established, he may face a sentence of imprisonment for up to 10 years with a fine of up to 1 million rubles. The Moscow City Court is considering a complaint about Shadrin's arrest. At the meeting, the defendant declared his innocence and asked to soften his preventive measure.

At the same time, according to the Kommersant newspaper, a representative of the Main Investigation Department of the TFR, referring to the Basmanny Court of Moscow, stressed that the defendants, being at large, can hide from the investigation and court bodies, threaten witnesses in the case, and also "otherwise obstruct proceedings in a criminal case." The defense, in turn, asks to limit itself to house arrests of suspects, stating that the assumptions of the Main Investigative Directorate of the Investigative Committee of the Russian Federation that the defendants can hide are not confirmed by anything. The defense also indicates that Shadrin has three minor children, while being their sole breadwinner.[4]
