Biography

In 1999, Dmitry Starovoitov graduated from the Moscow Engineering Physics Institute with a degree in Computers, Complexes, Systems and Networks, in 2002 - graduate school of MEPhI.

He began his career in IT as an engineer at the All-Union Institute of Fiber-Optic Communication and Information Processing Systems. In 2004, he began working at the Voskhod Research Institute as the head of the software development department.

Since 2005, he took part in the creation of a state system for the manufacture, execution and control of new generation passport and visa documents as deputy head of the center, and later as head of the software development and support center.

Since 2011, he held the position of Deputy Director for Technical Development of the Voskhod Research Institute.

2017: Appointment of Acting Director of Voskhod Research Institute

On July 21, 2017, the Voskhod Research Institute announced the appointment of Dmitry Starovoitov as acting director. In this post, he replaced Armen Kocharov, whose powers were terminated in July 2017.

2019: Resignation from the post of director of the Research Institute "Sunrise"

Since February 2019, Dmitry Starovoitov left the post of director of the Voskhod Research Institute and moved to the position of First Deputy Director for Innovative Development of the Research Institute.

After Voskhod, Starovoitov worked at the Ministry of Digital Development of the Russian Federation and Rostelecom.

2023

Appointment as CEO of SBK

In October 2023, Dmitry Starovoitov headed the SBK company, created by the only legal owner of the Russian communication server CommuniGate Pro Anna Butenko for further business and product development.

In the summer of 2023, a dispute over the rights to the CommuniGate Pro computer program was completed between the daughter of the product developer Vladimir Butenko, who died in 2018, and the team of the Staltersoft company, which has been promoting and selling this product in Russia in recent years. The dispute was completed in favor of Anna Butenko, who became the sole legal owner of this product. For its development, Anna organized the SBK company and transferred the rights to CommuniGate Pro to it. Headed by SBK Dmitry Starovoitov.
