Biography

According to Strashnov, this will create a secondary frequency market and will contribute to their more efficient use.

The new place of work of Dmitry Strashnov is not reported. However, earlier in the media there were rumors that the leadership of the Ministry of Communications was negotiating with him about the possible appointment of Deputy Minister Nikolai Nikiforov[1].

One of the reasons for Strashnov's departure may also be negotiations on the creation of a joint venture with Rostelecom or on the buyout of Tele2 by Rostelecom, a friend of Strashnov suggests. The fact is that Strashnov's candidacy is considered as a possible successor to Alexander Provotorov as president of Rostelecom - sources in the government and in the operator himself told Vedomosti about this. Strashnov, according to his friend, decided to "step aside" in order to avoid a possible conflict of interest, because he knows a lot about the company itself and the negotiations between Tele2 and Rostelecom.

Since September 2012, the Ministry of Telecom and Mass Communications and the government have been trying to change Provotorov. According to one of the federal officials, the goal is to reduce the influence on Rostelecom Konstantin Malofeev, the founder of the Marshall Capital Partner fund, which shares control with Gazprombank over 10.5% of the operator. Provotorov is a friend of Malofeev and the former general director of Marshall Capital Partner. The presidential administration, where the former Minister of Communications Igor Shchegolev now works, who brought Malofeev to the communications industry, opposes the change of the general director, calling it "inappropriate."

Earlier, in conversations with a Vedomosti correspondent, Strashnov assessed the likelihood of his transfer to Rostelecom as very low. "I am just a manager, and no one is behind me, except for my professional reputation," he explained[2]

2013: Dmitry Strashnov headed FSUE Russian Post

Dmitry Strashnov was appointed General Director of FSUE Post in Russia accordance with the order of the Ministry of Telecom and Mass Communications of Russia of April 19, 2013. In this post, he replaced Alexander Kiselev, whose powers were also terminated on the basis of an order of the Ministry of Communications of Russia dated April 19, 2013.

2016: Remuneration of 95 million for the year

On November 18, 2016, the Prosecutor General's Office announced that Dmitry Strashnov, the head of Russian Post, had received 95.4 million rubles. in the form of remuneration, without receiving approval from the Russian government for a contract in this form.

Strashnov's remuneration is related to the amount of profit received by Russian Post. Mr. Strashnov's salary in 2013 and 2014 reached 230 thousand and 310 thousand, respectively. However, the current contract does not indicate the value of the standard of his remuneration of the[3].

The Prosecutor General's Office noted that the average salary of Russian Post employees during the specified period is 19.5 thousand rubles. per month. In the Magadan region, a number of categories of post office employees have salaries below the minimum wage and some of the vacancies are replaced by a combination of posts.

The decree of the Government of Russia on remuneration of heads of federal state enterprises indicates that the ratio of the average salary of managers and employees of the payroll should not exceed eight times. But this ratio can increase for individual enterprises by order of the relevant federal executive body.

The salary of the head of the Russian Post Dmitry Strashnov is 400 times more than that of the average employee of the enterprise.

Some departments increased this size for a number of their subordinate enterprises, but such an order was not adopted for the Russian Post.

At the end of 2013, Dmitry Strashnov filed a tax return, it was published. Of this, it was clear that the annual income of the head of Russian Post reached 50.7 million rubles. Communications Minister Nikolai Nikiforov then stated that of this amount directly at the Russian Post, Strashnov earned only 2.9 million rubles.

Another remark of the supervisory authority is related to the contract of Mr. Strashnov. In April 2013, the head of the Ministry of Telecom and Mass Communications Nikolai Nikiforov signed a contract with him for a period of one year, which was agreed with Deputy Prime Minister Arkady Dvorkovich. A year later, the Ministry of Telecom and Mass Communications extended the contract for another five years.

However, for November 2016, the contract extension has not been agreed with the government. The Prosecutor General's Office expressed doubt about "its competence in making management decisions, disposing of the financial resources of the enterprise," grounds are being created "for recognizing such decisions as illegal."

The publication CNews noted the facts of appeals from employees of the Russian Post to the government with complaints about Strashnov's orders for their dismissal, which state that he had no right to such orders.

2017

TFR opened the first criminal case on the accrual of bonuses

The Investigative Committee opened a criminal case against Irina Lapteva, director of the organizational development department of the Ministry of Telecom and Mass Communications of Russia, the TFR said at the disposal of RBC. She is suspected of exceeding her official powers (part 1 of article 286 of the Criminal Code of the Russian Federation)[6]

According to the investigation, Lapteva in April 2015, in a deliberately inflated amount, calculated a reward to the head of the Russian Post, Dmitry Strashnov. As a result, his remuneration for 2014 amounted to 95.4 million rubles. instead of 13.4 million, which could be calculated and agreed upon by him.

TFR promises that during the investigation of the criminal case, a procedural assessment of the actions of all persons who influenced the damage to FSUE Russian Post will be given

"As a result, at the expense of FSUE Russian Post, Strashnov unreasonably accrued and paid wages in the period 2014-2015 in the amount of at least 46 million rubles. and in June 2015, remuneration for 2014 in the amount of at least 82 million rubles," the ICR said in a statement.
New Employment Contract

At the disposal of CNews was a new version of the contract concluded by the Ministry of Telecom and Mass Communications at the end of 2016 with the general director of the state-owned enterprise Russian Post Dmitry Strashnov. The terms of the contract were agreed with Deputy Prime Minister Arkady Dvorkovich[7].

In December 2016, Nikiforov signed a new contract with Strashnov, already agreed with the government, which will be valid until July 1, 2017. According to the contract, the amount of remuneration paid to Strashnov consists of wages and compensation and incentive payments.

At the same time, incentive payments depend on Strashchnov's fulfillment of the indicators of economic activity of Russian Post established in the enterprise's program of activities and the key performance indicators (KPI) specified in this contract.

Failure to comply with economic efficiency indicators and KPIs may be the basis on which the Ministry of Telecom and Mass Communications will prematurely terminate the contract with the head of the Russian Post. At the same time, if the contract is terminated by agreement of the parties, Strashnov will be entitled to compensation in the amount of his three-fold average monthly earnings. The previous version of the contract referred to compensation in the amount of his 12 official salaries. In 2013-2014, the size of Strashnov's monthly salary, according to the Prosecutor General's Office, amounted to 230 thousand rubles - 310 thousand rubles.

At the same time, the Ministry of Telecom and Mass Communications made changes to the list of KPIs established for Strashnov. At the end of 2015, Strashnova's work was estimated at eight KPIs: revenue from Russian Post (15% of the total KPI), net assets of the enterprise (10%), net profit (10%), part of the profit transferred to the federal budget (5%), increased labor productivity (10%), an increase in the average salary of employees of the enterprise (20%), the share of written correspondence delivered on time (15%) and the share of citizens satisfied with the work of Russian Post (15%).

The remuneration will depend on the results of automation

According to the results of 2016, Strashnov's work will be evaluated according to another KPI - the integrated indicator of innovation activity (IPID). Its weight in the total KPI volume will be 20%.

The weight of a number of other KPIs has been reduced. The weight of the indicator "revenue" decreased to 5%, "average wage growth" - to 15%, "the share of written correspondence delivered on time" - to 10%, and "the share of citizens satisfied with the services of the Russian Post" - also to 10%.

In turn, the new indicator - IPID - consists of a number of separate indicators, most of which are related to the introduction of the Unified Automated System of Post Offices (EAS OPS). When calculating the IPID, 40% will be an indicator related to the number of post offices in which the intellectual property objects of the EAC OPS are introduced. The planned value for this indicator (means its implementation by 100%) is 5 thousand branches (12% of the total).

The weight of the indicator related to the share of purchases under the EAC OPS project in the total volume of purchases of Russian Post will be 10% of the IPID. The planned value of this indicator is 2.1% of the total number of purchases in 2016. The weight of the average speed of service for retail customers in post offices in which the EAC OPS is established will be 20%. The planned value of this indicator is 4 minutes 47 seconds.

Another 30% of the IPID calculation will depend on the implementation of the Russian Post innovative development program.

Leaving the post of general director of Russian Post

The general director of the state-owned enterprise "Post" Russia Dmitry Strashnov left his post. The contract with him expired on July 1, 2017, the curator of the enterprise - - Ministry of Digital Development, Communications and Mass Media did not renew the new contract.

Election to RBC's Board of Directors

The court arrested the accounts of the ex-head of the Russian Post

The arrest of Strashnov's accounts was reported to RBC by the press secretary of the Basmanny Court, Juno Tsareva. We are talking about a security arrest in the amount of more than 95 million rubles. as part of the case of abuse of power[8]the[9]

Tsareva indicated that the arrest was imposed on August 31, but it became known only on November 2. Thus, the Basmanny Court granted the petition of the investigating authorities. In accordance with the decision made, Strashnov is prohibited from making transactions and disposing of funds within the established amount of damage.

At the same time, the official representative of the Prosecutor General's Office, Alexander Kurennoy, confirmed to RBC that Strashnov's accounts were arrested by the court on September 1. "The meeting was attended by an employee of the Prosecutor General's Office. We will continue to continue to defend the implacable position previously taken by our department regarding such facts, "he said.

Appointment as Chief Operating Officer of EuroChem

In November 2017, Dmitry Strashnov was appointed to the newly created position of Operating Director of EuroChem Group. In this capacity, he is responsible for the operational management of EuroChem's global business and its further development on the global stage. Dmitry Strashnov works at the group's headquarters in Zug, Switzerland, under the leadership of Dmitry Strezhnev, CEO of the EuroChem group.

Removal of arrest from bank accounts

On January 13, 2018, the term of arrest in the bank accounts of Dmitry Strashnov expired. Nevertheless, there was no petition from the TFR to extend it, the Basmanny Court of Moscow said. As a result, Strashnov had to again gain access to his bank accounts and the opportunity to freely dispose of funds.

The decision to arrest Strashnov's accounts was made in November 2017 by the judge of the Basmanny District Court Elena Lenskaya on the basis of a petition from investigators of the Main Investigative Directorate of the Investigative Committee of the Russian Federation.

During the audit of the Ministry of Communications and the Russian Post, the Prosecutor General's Office found that in 2014-2015, Dmitry Strashnov was unreasonably paid a salary of 46 million rubles, as well as a bonus in 2014 in the amount of more than 82 million rubles. The amounts of payments were calculated on the basis of the report of the Russian Post, submitted to the Ministry of Telecom and Mass Communications.

According to the estimates of the Prosecutor General's Office, the prize of the head of the Russian Post was supposed to be no more than 3.2 million rubles, taking into account the net profit of the postal operator. In addition, the fact was revealed that when Dmitry Strashnov was appointed to the post in 2014, bypassing the current legislation, the so-called value of the possible premium standard was not established.

Initially, the Prosecutor General's Office demanded to initiate a criminal case for abuse of authority (Article 201 of the Criminal Code of the Russian Federation) against Dmitry Strashnov himself, as well as for negligence (Article 293 of the Criminal Code of the Russian Federation) - against officials of the Ministry of Communications who approved the awards. However, according to the results of a long check of the Main Investigative Directorate of the Investigative Committee, only 35-year-old Irina Lapteva, director of the organizational development department of the Ministry of Communications, became a defendant in the investigation in March 2017. She was charged with "committing actions by an official that clearly went beyond his powers and entailed a significant violation of the rights and legitimate interests of citizens or organizations or the interests of a society or state protected by law" (part 1 of article 286 of the Criminal Code of the Russian Federation). Strashnov himself remained in the framework of the investigation only as a witness.

The blocking of Dmitry Strashnov's accounts was carried out precisely within the framework of the case of Irina Lapteva, which, as determined by the Prosecutor General's Office and the TFR, exceeded its powers in favor of the then head of the Russian Post.

According to court documents, in the fall of 2017, a complaint about the arrest of accounts filed by the defense of the ex-head of the Russian Post was withdrawn by the defense. In turn, the prosecution did not demand its extension.[10]
