2022: Head of the Department of Digital Transformation and Support of the Federal Air Transport Agency

The head of the Federal Air Transport Agency (Rosavicia) Alexander Neradko in July 2022 appointed Tatyana Kocherova to the post of head of the digital transformation and support department. This was reported by the profile telegram channel "Aviatorshchina"[1]attaching a copy of the appointment document.

The appointment order was not published on the website of the Federal Air Transport Agency. The agency itself, in response to a TAdviser request, did not deny this purpose and authenticity of the document. At the same time, the department refused to provide any information about Kocherova, referring to the provisions of the decree of the President of the Russian Federation of 12.08.2002 No. 885 (ed. 25.08.2021) "On the approval of the general principles of official behavior of civil servants."

According to the telegram channel, Tatyana Kocherova previously worked in the Ministry of Transport as an assistant, first to ex-Deputy Minister of Transport Alexander Neradko about 2 years ago, then to Deputy Minister of Transport Igor Chalik. At the same time, as follows from the message of the telegram channel, Tatyana Kocherova does not have a specialized education in the field of "numbers."

There is almost no information about Tatyana Kocherova related to the Ministry of Transport in open sources. As TAdviser managed to find out, its full namesake in 2017 was announced for the Transport Week[2] industry event] as a specialist in the Ministry of Transport, and in 2019 - already as an assistant to the Deputy Minister of Transport[3]. Earlier, the full namesake of Tatyana Kocherova appeared in the list of persons responsible for organizing work to ensure the availability and provision of services to people with disabilities as a specialist in the department for monitoring target indicators of the development of the transport system of the Federal State Budgetary Institution "Scientific Center for Complex Transport Problems of the Ministry of Transport of Russia."

The Department of Digital Transformation and Support in the Federal Air Transport Agency was established by order of Alexander Neradko in January 2021[4] According to the regulation, it is responsible for:

  • informatization, automation and digital transformation of the agency and its territorial bodies;
  • coordinates the activities of subordinate organizations on information security issues;
  • documentation support of activities;
  • Logistics and economic support;
  • acquisition, storage and accounting of the agency's material assets;
  • location of structural subdivisions, equipment of workplaces and sanitary and technical control of premises;
  • maintenance of the buildings of the Federal Air Transport Agency;
  • security, access and intra-facility mode;
  • compliance with fire safety rules and sanitary and hygienic standards.

Before Tatyana Kocherova, Alla Syasina held the position of head of the digital transformation department of the Federal Air Transport Agency. In April 2022, she left the agency of her own free will.

The Ministry of Transport, to which the Federal Air Transport Agency reports, did not comment on the TAdviser request.

The digital transformation process of FOIV is supervised by the Ministry of Digital Development, it regularly approves and ratings the leaders of digital transformation (RCT). In the RCT rating[5]which was announced on June 29, 2022 by Deputy Prime Minister Dmitry Chernyshenko,[6], the Federal Air Transport Agency took the last, 63rd line. Kocherova's appointment to the Ministry of Digital Science at the request of TAdviser was essentially not commented on either. The department only noted that the government and the Ministry of Digital Development are closely monitoring the process of digital transformation of the Federal Fund for Investment and Development. According to the ministry, at the end of 2021, half of the 10 departments that showed the lowest result had a change in RCT.

As a source familiar with the appointment process of the RCT told TAdviser, all candidates are approved by the Ministry of Digital Industry and the government. According to him, not all leaders of digital transformation have competencies in IT, which is much more important than good knowledge of internal FFIV processes. In addition, according to the description of the tasks, the head of the digital transformation and support department of the Federal Air Transport Agency must combine the competencies of the IT specialist with the skills of the manager.
