Born July 28, 1963

Since 1990, he worked at the Partnership Agency as the head of the commercial department. In 1991, he was accepted as deputy director of the Sirin joint venture. Since 1992, he worked at Dart, where for three years he went from chief accountant to deputy general director.

In 1996, he was accepted into the "Territorial Agency for the Development of Entrepreneurship of the North-Eastern Administrative District" as chief accountant. Since 1997, he worked at the Business Fast Food Incubator of the Northeast Administrative District as a director.

In 2003, he was appointed director of the State Unitary Enterprise of Moscow "Unified Information and Calculation Center of the North-Eastern Administrative District."

Since 2003, he worked as general director of the State Unitary Enterprise of Moscow "Moscow City Unified Information and Analytical Center."

Since 2008 - Head of the State Budgetary Institution "Engineering Service of the City of Moscow."

In May 2010, he was admitted to the City Information Technologies Center as the first deputy general director - head of the development block. Since January 2012 - Advisor to the General Director of this organization.

In 2012, he was appointed Deputy General Director for the Information Society at National Cable Networks.

In February 2013, he was admitted to the macro-regional branch of Moscow Rostelecom as deputy director of the macro-regional branch - director for the information society. Since 2015 - Deputy Director of the macro-regional branch of the Center Rostelecom.

2021: Solicitation as a witness in a criminal case

Alexander Varev, deputy director of the Center macro-regional branch of Rostelecom, was served with a summons for interrogation scheduled for March 26 as part of a criminal case on tender fraud in the company, TASS reported citing its law enforcement source on March 23, 2021. According to the source, the manager of Rostelecom is in the case as a witness[1].

Rostelecom confirmed the conduct of investigative actions against an employee of the company.

Earlier, according to TASS, searches were carried out in the country house of Alexander Varev.

On March 19, it became known that the Basmanny District Court of Moscow, at the request of the Main Investigation Department of the Investigative Committee of Russia, arrested until May 16 the director of the Ai-Teko department Igor Kolpakov, the head of the mobile services project support department of the GKU of Moscow "Information City" Oleg Filimonov and entrepreneur Andrei ur. All of them are accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Details of the case are not disclosed by the investigation.

Ai-Teko stated to TAdviser that the situation with the detention of Igor Kolpakov does not apply to contracts related to their group of companies. Although Kolpakov is employed in one of the "daughters" of Ai-Teko, in recent years he has been actively engaged in independent entrepreneurial activities, led projects not related to Ai-Teko, TAdviser said in the company.

One of the most notable assets of Igor Kolpakov, according to the Kontur.Focus database, is the developer of Axett cashless payment systems. Igor Kolpakov's father, Valery Ivanovich Kolpakov, is the general director of Axett, as well as a co-owner of the Kazan integrator Scanner.

One of the major customers of Scanner was Rostelecom, to which the company in 2016-2018. provided services to provide communication opportunities for socially significant services of the Unified Mobile Platform of Moscow. Contracts for such services with Rostelecom were concluded by DIT of Moscow, and Rostelecom was involved in the work of Scanner as a subcontractor.

A friend of Alexander Varev told TAdviser that he oversaw all Rostelecom state contracts in Moscow and the Moscow region, including services to provide communication opportunities for socially significant services of the Moscow Unified Mobile Platform.
