9.5 years in prison for a bribe of 2.5 million rubles

On September 21, 2023, it became known that the Dorogomilovsky Court of Moscow sentenced Dmitry Vasiliev, the former head of the Central Information and Technical Directorate (CITTU) of the FCS of Russia, to 9.5 years in a maximum security colony, having found him guilty of accepting a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to investigators, for 5 million, rubles of which the customs officer managed to get only half (2.5 million rubles), he had to lobby the interests of two metropolitan companies to receive contracts for the supply FCS IT of equipment. Meanwhile, law enforcement officers believed that taking bribes to the accused from businessmen could take place on a regular basis.

The prosecutor asked to find Dmitry Vasiliev guilty and sentence him to 12 years in a strict regime colony with a fine of 20 million rubles, as well as deprivation of the right to hold public office for another ten years.

The head of the TSITTU FCS of the Russian Federation himself pleaded guilty in part: he confirmed that he had received the money, but claimed that he was not going to fulfill the promises made to the IT specialist. Therefore, according to the defendant, it is impossible to qualify his actions as taking a bribe.

The court, however, did not consider the version of the accused convincing, found him guilty of taking a bribe and gave two and a half years less than the requested by the prosecutor - nine and a half years in prison, imposing a fine of 10 million rubles. As noted in court, the amount was assigned "in the amount of a double amount of bribe."

The convict's property was left under arrest to pay off the fine, and cash received in the form of a bribe will be kept as material evidence in the Investigative Committee of the Russian Federation. Defense representatives have already announced to Kommersant their intention to appeal the verdict.[5]

The former head of the TSITTU FCS of the Russian Federation was arrested on January 25, 2023. On the day of the arrest, searches related to his case were carried out in the FCS building. A source close to the UK told RBC that the investigation was interested in documents on previously concluded contracts for IT services, including the development and licensing of new software products. The investigation believes that companies related to the relatives of existing employees of the FCS and companies registered to former employees participated in state contracts.

According to a RBC source, a year ago Vasiliev was already wanted to be fired due to violations, but one of the deputy heads of the service stood up for him, who called the incident "a technical mistake of the young leader."[6]
