Biography

Victor Leonidovich Belov was born on April 25, 1975 in Moscow. He received his higher education at the Moscow State Institute of Radio Engineering, Electronics and Automation (MIREA). He has been working in the ICT sector since 1992.

Victor's career began with work at Zenon N. S. P. LLC .. There, from 1998 to 2002, he successively held the positions of engineer, system administrator, head of network management, technical director and deputy general director.

In 2002-2004, he worked as Development Director of the Business Communications Holding Research and Production Enterprise OJSC.

In August 2004, Belov was appointed technical director of the Multimedia System company, which developed pay television services.

In January 2006, as a result of the merger of Sistema Multimedia with MTU-Intel CJSC, he became Deputy General Director, Technical Director of Comstar-Direct. Victor Belov is responsible for everything related to computer equipment and the introduction of new information projects. The team of its specialists not only ensures the operability of the equipment, but also tests samples of new technologies and equipment in order to determine their prospects and usefulness for the services "STREAM INTERNET," "STREAM TV" and "STREAM BUSINESS."

Since 2009, he headed the Directorate for the Development of Service Platforms and Networks of Comstar-OTS OJSC.

He joined MTS in 2011 after joining Comstar-OTS OJSC, headed the data transmission network department.

Since 2012, he headed the department of the MTS backbone and Internet network.

Since 2018, he has been the Director for Converged and Transport Networks of MTS.
