2023: Sentence - 8 years of strict regime for bribes and negligence

The Gagarinsky District Court of Sevastopol sentenced to 8 years in a maximum security prison the former first deputy head of the health department of the city (Sevzdrav) Vladislav Nusinov, who was accused of receiving a bribe and negligence. The press service of the Main Investigative Committee of the Investigative Committee for Crimea and Sevastopol announced this on November 20, 2023.

According to the investigation, in the fall of 2019, Nusinov demanded that one of the construction subcontractors repair his personal apartments as a bribe. For this, the official promised the firm a profitable contract, and in case of refusal, the official threatened to deprive the company of orders for government contracts. The entrepreneur was forced to agree to such requirements, after which an agreement was concluded with his company for the supply of equipment in the amount of 299 thousand rubles.

In addition, as the prosecutor's office of Sevastopol reported, in 2020, the official concluded 54 state contracts for the purchase of overalls and respirators for medical organizations, while he did not control the determination of the market value of goods and concluded contracts at inflated prices. Because of this, as calculated by law enforcement agencies, the budget of Sevastopol was damaged by 20.8 million rubles with the actual cost of purchased personal protective equipment of 4.8 million rubles.

Illegal activities were stopped by employees of the city departments of the FSB and the Ministry of Internal Affairs according to the results of a prosecutor's check. The investigating authorities have collected evidence of the ex-deputy director's involvement in the crime. The volume of materials of the criminal case reached 23 volumes.

In addition to imprisonment, the punishment for Vladislav Nusinov includes a fine of 8 million rubles and a demand to compensate the city for 20 million rubles.[2]
