2024: Arrest in abuse of power case in software development
On May 7, 2024, the Preobrazhensky Court of Moscow arrested the former director of the Federal State Budgetary Institution "Federal Center for Analysis and Assessment of Technogenic Impact" (FCAO) Vladislav Novikov. He is accused of abuse of authority when fulfilling a state contract for software development.
According to TASS, we are talking about a project to create software and hardware for accounting for objects that have a negative impact on the environment (PTO UONVOS). According to the investigation, in 2016, an agreement was concluded between the Federal State Budgetary Institution "FCAO" and the contractor company LLC "Adicom system" under a state contract for the creation of a PTD UONVOS hardware and software complex "Unified State Information System for Accounting for Waste from the Use of Goods." At the same time, the company "Adicom system" was headed by Novikov's friend - Igor Teperin.
Subsequently, as stated in the case file, Teperin and Novikov and his former deputy Andrei Kudryavtsev created the appearance of work under the contract and provided falsified information about the project to the Federal State Budgetary Institution "FCAO." Then Novikov and Kudryavtsev accepted the allegedly completed work and ensured their payment to the contractor's current account. The total damage caused as a result of these actions to the state is estimated at 370 million rubles.
Novikov was sent to a pre-trial detention center in accordance with Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office, entailing grave consequences). For this crime, punishment is provided in the form of imprisonment for up to 10 years. Teperin is accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group on an especially large scale). Kudryavtsev, who at the time of consideration of the case holds the position of senior researcher at the Institute of Applied Mechanics of the Russian Academy of Sciences, is charged with receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).[1]
2025: Arrest of apartment and auto relatives and friends
In mid-March 2025, it became known that the court seized the property of relatives and friends of the former director of the Federal Center for Analysis and Assessment of Technogenic Impact (FCAO) Vladislav Novikov. He is a defendant in a criminal case on embezzlement of 370 million rubles from Rosprirodnadzor.
According to RIA Novosti, the apartment of Novikov's sister with an area of 81.9 square meters in the premium residential complex "Saturday" in Moscow was under arrest. According to the Internet resource "Cian.ru," the cost of apartments in this residential complex as of March 2025 varies within 46-197 million rubles, depending on the area of housing and condition. For example, an apartment for 75 square meters without decoration is offered for 83.4 million rubles.
In the named residential complex, according to the published materials, the parking space is owned by Novikov's son. The latter has three cars arrested - Porsche Macan, Toyota Fortuner and Toyota Land Cruiser. In addition, the court arrested a land plot with two private houses in the Yaroslavl region, which are also registered for Novikov's son.
As part of the case in the residential complex "Commander" in Sochi, located in the Khostinsky district, the apartment of Novikov's wife for 61.5 square meters was arrested. The cost of real estate in this residential complex is from 6.8 to 19.4 million rubles. In addition, the apartment of Novikov's beloved was arrested in the Silver business class residential complex in Moscow. This complex sells apartments at a price of 10.5 to 46.9 million rubles.
Novikov, as well as the ex-deputy head of Rosprirodnadzor Oleg Dolmatov, are accused of fraud in the supply of software and hardware for accounting for objects of negative impact on the environment. Earlier, the court arrested their property in a number of Russian regions: these are several cars, land plots and apartments, including in Moscow, Sochi and the Yaroslavl region.[2]
