2024: Arrest in Abuse of Authority Case in Software Development

On May 7, 2024, the Preobrazhensky Court of Moscow arrested the former director of the Federal State Budgetary Institution "Federal Center for Analysis and Assessment of Technogenic Impact" (FCAO) Vladislav Novikov. He is accused of abuse of authority when fulfilling a state contract for software development.

According to TASS, we are talking about a project to create software and hardware for accounting for objects that have a negative impact on the environment (PTO UONVOS). According to the investigation, in 2016, an agreement was concluded between the Federal State Budgetary Institution "FCAO" and the contractor company LLC "Adicom system" under a state contract for the creation of a PTD UONVOS hardware and software complex "Unified State Information System for Accounting for Waste from the Use of Goods." At the same time, the company "Adicom system" was headed by Novikov's friend - Igor Teperin.

Subsequently, as stated in the case file, Teperin and Novikov and his former deputy Andrei Kudryavtsev created the appearance of work under the contract and provided falsified information about the project to the Federal State Budgetary Institution "FCAO." Then Novikov and Kudryavtsev accepted the allegedly completed work and ensured their payment to the contractor's current account. The total damage caused as a result of these actions to the state is estimated at 370 million rubles.

Novikov was sent to a pre-trial detention center in accordance with Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office, entailing grave consequences). For this crime, punishment is provided in the form of imprisonment for up to 10 years. Teperin is accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group on an especially large scale). Kudryavtsev, who at the time of consideration of the case holds the position of senior researcher at the Institute of Applied Mechanics of the Russian Academy of Sciences, is charged with receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).[1]
