BARS. Rural economy Veterinary supervision - it is intended for automation of the state function on conducting checks at implementation of regional state veterinary supervision.

2020: Inclusion in the register of domestic software

Solution of BARS GROUP, subsidiary company of the National Center of Informatization, "BARS. Agriculture is Veterinary supervision" included in the unified register of the Russian programs. The developer reported about it on August 4, 2020. A system was approved by expert advice according to the Russian software at the Ministry of Telecom and Mass Communications of the Russian Federation and included in the Unified register of domestic software at number No. 6846. The order was signed on July 15, 2020.

"Veterinary supervision" became the 77th product of the company which was included into the register of the domestic software of the Ministry of Telecom and Mass Communications of the Russian Federation.

The platform is developed for transfer of checks of regional state veterinary supervision to a digital format. Paper documentation on conducting checks is transferred to an electronic form that reduces time expenditure of staff of departments. On the platform all data are collected and the uniform base of objects of the state veterinary supervision is created and also accounting of annual plans and citizens' appeals is carried out. It allows to monitor activity of regulatory authorities and to build work of the inspector "in one window" that increases transparency and efficiency.

The product is developed for regions and its implementation allows to optimize the costs necessary for implementation of state policy of agriculture. "Veterinary supervision" - one of our eight solutions in the field of agriculture. Together they allow to bring digitalization of agriculture to other level and to facilitate work of specialists in this industry, - the CEO of BARS GROUP Timur Akhmerov commented.

In total in the solutions of BARS GROUP intended for agriculture 11 Russian subjects work, systems are integrated with a FSIS "Mercury", seven public services are electronically provided.

According to information for February, 2014 using a system all array of paper documentation accompanying process of implementation of checks that allows to optimize processes in regional veterinary supervision is transferred to an electronic form and carries out to significant reduction of time and labor costs of employees.

A system reduces all data array in different registers:

• "Persons under surveillance objects" – here are flown down data on all objects which are subject to check by executive authorities in the field of veterinary science. For each object the history of checks forms (planned and unplanned);
• "Complaints and statements" - fixing of all cases of the arrived applications and complaints from citizens in executive bodies in the field of the state veterinary supervision;
• "Acts of checks" - includes all acts of the carried-out inspections;
• "Plans of checks" - includes plans of the forthcoming checks;
• "Instructions" – includes all instructions on the carried-out inspections for elimination of violations;
• - includes "checks" data on all carried-out inspections (planned and unplanned);
• "Reports" – makes fixing of all reports on the carried-out inspections (planned and unplanned).
