2022: RDD Concept Update
On July 28, 2022, BFT-Holding, a Russian developer of software products and custom solutions for the public sector and business, announced an update to the concept of the Regional Data Management System (RSD). The company's specialists formulated business cases recommended for the regions and clarified the composition of the technological components of the solution. RSD from BFT-Holding is an ecosystem that includes a stack of applied software products, tools and methodology for effective data management. RSD is built taking into account the existing IT landscape of the customer and is configured to solve specific problems.
According to the company, data-based management using modern digital solutions is an integral part of the digital transformation of the state. The use of current and high-quality data describing various aspects of the region's life contributes to the adoption of objective management decisions, the achievement of digital maturity in various sectors of the economy and an increase in the share of socially significant state (municipal) services available in electronic form.
At the disposal of the constituent entities of the Russian Federation and municipal authorities is a large number of information systems that contain the same meaning, but often not comparable to each other data that are not harmonized with federal reference registers. The same objects in the information systems of the regions are described in different ways, the data of federal systems are difficult to use at the regional level. In addition, the accumulated data in the regions is not always complete, they lack part of the attributes of the original "non-digital" documents and identifiers for data binding. All these factors make it difficult to create end-to-end digital business processes at the regional level. The regional data management system allows you to solve these problems, ensure the availability, connectivity and quality of data, implement the key principles of "smart" management of the region:
- effective provision of state and municipal services in the region through the construction of digital processes, centralization of regulatory reference information;
- interaction between authorities and the sharing of reliable data at the regional and local levels;
- reporting, analysis of data for making management decisions at the regional level.
To build RMS, a set of software components is used: "BFT.ENSI" (centralization and management of NSI), "BFT.e-Archive" (electronic archive), BFT Storage "(collection, storage, data analysis and reporting)," BFT.PIV "(information interaction between systems) and" BFT. Platform "(setting up data models and digital business processes, harmonization and data linking, data quality control).
The updated approach to the implementation of RDD in BFT-Holding is based on the experience of creating a national data management system - NDD. The company has formed a number of basic business cases for customers with a description of the goal setting and effects of creating RSD:
- Creation of regional and municipal registers of the population by expanding the basic information from the Unified Register of Population Information (ERN). The region gets the opportunity to use legally significant information on individuals and supplement this information with its own data.
- Creation of a regional list of enterprises, legal entities and individual entrepreneurs. These data are necessary to solve regional problems: including planning and monitoring the implementation of measures to provide state support for business.
- Collection of decentralized and non-standardized information at the regional level to provide state (municipal) services.
- Preparation of standard models with data sets for interaction with federal-level systems.
- Creation of legally significant documents of individuals in digital format.
The BFT-Holding emphasizes that the RSD is not a single information system, but a flexibly configurable ecosystem. This is a set of rules, technologies, services and application solutions that are methodologically related and work together. It is intended to ensure the management of data to the extent that is due to the current needs of the region. Therefore, to build an RDD, the company proposes to select one current application task, determine sets and data sources for it, form the necessary information resources, create the required tools and services for solving an application task. 2020: RSD announcement
On June 9, 2020, the company BFT announced that to improve state finance the efficiency of public administration and solve the problems of digitalization of the sphere, it developed the Digital Region technology platform. It is based on an ecosystem storages and data analysis. Solutions within this ecosystem are not only integrated with each other, but also mutually complementary. To manage data at the level of the constituent entities of the Russian Federation, BFT offers a comprehensive solution - the Regional Data Management System (RSMS), which will help implement digital transformation and increase the effectiveness of management processes in the region.
According to the company, RSD will solve key tasks for the digital transformation of public administration:
- centralization of regulatory reference information of the region;
- storage and processing of digital data of the region: collection, storage, processing and ordering of all necessary data, delimitation of access to data;
- centralization of interaction between information systems: collection, storage and use of data based on uniform rules, elimination of data duplication;
- ensuring the reliability, relevance and availability of digital data;
- providing data from the digital region for their analysis, decision-making, creation of services for citizens, business and the state;
- formation of a register of regional information resources and their description.
The implementation of RDD will overcome data disunity and obtain the following:
- the possibility of building the Situation Center of the region on real primary data;
- monitoring the effectiveness of the instructions of the head of the region;
- exclusion of collection of duplicate reports or individual standard requests;
- provision of complex services (super services).
When creating RSD, BFT offers an approach that allows you to get quick results to solve a specific management task and form the necessary information resources. Based on this approach, the following sequence of creation of the RDD is proposed:
- selection of the actual task of public administration;
- Define the required datasets to solve the selected task.
- determining the sources and owners of said data;
- generating information resources for solving the selected task and providing access to them;
- using the generated information resources to solve the problem;
- applying these approaches to other management tasks;
- wider composition of shared data and information resources in the region.
When building the data management system of the region, a single data space of the digital region is formed, with which data providers and consumers interact:
- Data providers. Their interaction with a single data space is carried out using integration components, which include data acquisition and extraction services;
- Digital Region Data Space. The main element in it is the subsystem for maintaining passports of information resources (FIR) and managing master data. The data required to solve management tasks is placed in the segments of the data warehouse. The data preparation subsystem on requests provides the formation of data sets on requests of consumers using data of information resources.
- Data consumers and services, within their authority, access a single data space and receive the necessary data through the data preparation subsystem on requests.
The solution of RMS tasks is provided by the BFT data storage ecosystem. It includes the following components:
- BFT.ENSI is a solution for automating the processes of creating, maintaining and disseminating reference information and ensuring the possibility of its unification, including through its formation from data of various information systems, as well as for managing basic data;
- BFT.e-Archive is a solution for storing and providing electronic documents, ensuring the uniqueness and unambiguity of versions of documents processed in different information systems, reducing the load on server power and network infrastructure of transactional systems when transferring electronic documents and files between systems;
- BFT. Storage - a solution for comprehensive analysis of long-term data and reporting; provides for the solution of analytical problems, the formation of arbitrary reporting, the preparation of information for decision-makers for the management of the region on the basis of data collected from different sources in automatic mode;
- BFT.PIV is a solution for providing information interaction based on ESB (Enterprise Service BUS) technologies, which provides integration interaction between information systems, provides integration components for information systems and data sources.
The proposed solution for organizing work with regional data will allow:
- ensure the systematization and formation of regional information resources;
- accumulate and store large amounts of data according to their typing;
