On August 15, 2022, BFT-Holding, a Russian developer of software products and custom solutions for the public sector and business, spoke about the creation of the Treasury Support Support Subsystem. It allows financial authorities and treasury support participants to interact transparently and in a format convenient for both parties: exchange information and documents in electronic form.

According to the company, in 2021, changes took place in Russian budget legislation related to the transition to the system of treasury payments and treasury budget servicing. The financial authorities of the constituent entities of the Russian Federation (municipalities) in some cases received the right to carry out treasury support in relation to funds, the source of financial support of which is funds provided from the budget of the constituent entity of the Russian Federation (local budget), as well as other types of funds in accordance with certain regulatory legal acts of the Government of Russia.

In this regard, the Treasury Support Subsystem appeared in the product portfolio of BFT-Holding. The overall process of treasury support in it is as follows: the subsystem registers the corresponding agreement (agreement, contract), the treasury support participant transmits to the financial authority information on the expenditure of targeted funds and documents confirming the occurrence of monetary obligations. The financial authority, in turn, transfers funds from the budget to the personal account of the treasury support participant.

The functionality is implemented in two circuits: the systems of the financial authority are interconnected in the inner circuit; The external loop is a BFT module. The content agent is a portal solution in which a personal account of the recipient of funds from the budget is created. With the help of this module, the recipient of funds from the budget has the opportunity to form contracts in electronic form, generate information about operations with targeted funds, automate the creation of applications for the provision of subsidies for declared needs, and receive information about the stage of processing the declared need. Working in the web interface, he can submit to the financial authority the following documents in electronic form:

• information on the obligations and contract of the treasury support participant,
• information about operations with target funds,
• documents confirming the occurrence of monetary obligations (reference document), payment document (orders on making treasury payments).

The financial authority, which is the customer under treasury support, can send documents on the transfer of budget funds to the contractor. He also has access to automated control of the treasury support process, monitoring and reporting. For example, it can control the correspondence of the identifier of the state contract, the state of the balance of funds in the personal account, the correspondence of the details of the recipient of funds. The process becomes as transparent as possible: employees of the financial body can see the entire chain of cooperation - who is present in it and who receives financial funds.

At the same time, the BFT.PIV information interaction subsystem (developed by BFT-Holding) ensures interaction between external systems of treasury support participants who are not initially participants in the budget process and internal circuit systems: the ADC-Planning budget planning system, the ACC-Goskaz budget execution system, and the ADC-Finance public procurement management system.

This BFT holding module makes the entire process of providing treasury support transparent - be it advance payments or payment for closing documents. The entire chain of cooperation becomes visible to the employees of the finorgan: who is present in it, to whom and for what work the money is eventually transferred.
