2023: Online service is available in the presence of "State Lyucha"
At the end of October 2023, the Bank of Russia issued an explanation on the operation of the online service "Compensation for losses after an accident under OSAGO" to electronically resolve the loss. According to the regulator, the service is available only for users with a confirmed account on Public services, and the State Key mobile application is also needed to sign electronic documents.
Previously, after an accident, it was necessary to take all documents to the insurance company. Now, if the accident is registered according to the European protocol, this can be done online - using the service on the State Services or in the application "Public services Auto."
You do not need to fill out the application manually - almost all data during registration are automatically pulled up from the personal account of the Public services. To issue compensation online, you need:
- documents confirming the ownership of the vehicle
- data of the OSAGO policy
- number of the accident notification. If the europrotocol was executed on paper, then you need to attach its scan or photo to the application and manually enter the missing information
- bank details or mail order address for reimbursement
- sign the application with an enhanced unqualified electronic signature using the "State Key" application
After considering the documents, the insurance company will offer the time and place of inspection - you will need to drive up there in person. When the inspection is complete, the company will send the results and can issue a referral for repairs or pay the insured amount without visiting the office, for example, to the card.
With the mutual consent of the victim and the insurance company, damage can be assessed remotely, using photo and video materials. In this case, there is no need to provide a vehicle, the Central Bank draws attention.
In the event of difficulties with the settlement of the loss on the "Europrotocol" through "Public services," the Central Bank recommends that the driver first contact the contact center of the insurance company. If this did not lead to the solution of the issue, the victim can submit an appeal to the Bank of Russia.[1]
