"The purpose of the Data Exchange project is to create a single platform for access to road transport data for all market participants, respecting the rights of car owners. A modern car during operation generates terabytes of data that are transmitted without charge and secretly to various third-party structures. Few people know and think about this, but the data belonging to the owners of cars goes unchecked into the systems of automakers or car dealers and it is not always clear how they are used. With the help of the Data Exchange, our compatriots will be the first in the world to use the information generated by the car, sell and dispose of at their discretion, "said Alexander Gurko, president of the GLONASS NP.

The Data Exchange was created as a tool for commercializing the services of the Avtodata platform, on which various market participants will be able to purchase and sell data related to the automotive sector. Marketplace will allow owners of car data to dispose of them on a commercial basis. In addition to vehicle owners (TVs), the exchange is of interest as a commercial venue for other potential auto vendors, such as automakers, service providers, car dealers and many other market participants. All of them have large, potentially popular, data arrays from statistically processed cars. The Data Exchange, as a federal trading platform for sales and settlement transactions, is designed to provide the opportunity to conveniently, safely and anonymously place data for sale, accompanied by detailed information about possible applications and use scenarios.

When creating the entire Avtodata and Data Exchange platform, special attention is paid to the issue of protecting the information and personal data of all participants. The data will be used and analyzed anonymously. Personalized use of data sets will be possible only with the official consent of their owners, which can be recalled if necessary at any time. During the design, information protection measures and tools were identified to ensure that the Avtodata platform information protection subsystem meets all regulatory requirements for selected security classes.

The main functions of the Data Exchange are:

• placement by sellers of information about the data for sale in the catalog of "Data Exchanges";
• Catalog search, selection, and purchase of data by customers
• placement of offers on sale of CU data by owners in mobile application and personal account of web portal;
• data cost management to increase the attractiveness of offers;
• Buying data sets by buyers from the catalog
• management of personal accounts of sellers, buyers and data owners;
• sale of CU data by owners on the marketplace;
• sale of CU data by the owners to the Avtodata platform operator.

Flexible mechanisms have been developed to integrate the Data Exchange with many information systems of sellers and buyers. The marketplace provides extensive capabilities to design the resulting sets of data you purchase. The possibility of mutual settlements between buyers, sellers and owners of data has been implemented.

According to a survey conducted by NTI Avtonet together with the consulting company Roland Berger, which was attended by more than 10 thousand Russians aged 18 to 50 years, more than 60% of Russians expressed their readiness to share data on the operation of the car with the possibility of selling them on the data exchange created as part of the Avtodata project.
