2012: EDMS "Practice" - the main document management system in the Ministry of Communications
In August 2012, EDMS Praktika became the main document management system in the Ministry of Telecom and Mass Communications, replacing in this role the development based on the document management system of iT (ECM Logic (formerly BOSS-Referent)). Sources of CNews in the market argued that the rapid (within two weeks) implementation of the "Practice" in the Ministry of Telecom and Mass Communications is not directly related to the appointment of Nikolai Nikiforov to the post of head of the department, since the issue of abandoning the previous EDMS in favor of the "Practice" was discussed a year earlier.[2]
The introduction of the EDMS "Practice" in the Ministry of Communications passed without a tender. As Nikiforov said then, the Ministry of Informatization and Communications of Tatarstan, which has the rights to the EDMS, transferred it to the Ministry of Telecom and Mass Communications free of charge.
In early 2012, state institutions in Moscow began connecting to the Praktika EDMS. Then the Moscow authorities said that the Tatarstan decision had to be significantly revised.
