eGov Mobile is a mobile application of electronic government of Kazakhstan. It can store electronic documents that replace paper documents in cases where they need to be presented.

2025: Launch of pilot project to provide digital food vouchers to low-income families

The authorities of Kazakhstan have launched a pilot project for the provision of digital food vouchers to low-income families receiving targeted social assistance, which allow them to purchase socially significant goods with a discount of up to 25% through a mobile application and QR codes in partner retail chains. The system automatically generates food vouchers based on the monthly calculated indicator and covers bread, cereals, vegetables, meat and dairy products with project financing at the expense of the republic's stabilization fund in the amount of ₸100 billion (≈₽14,77 billion). According to AstanaTV, the digital voucher mechanism is implemented on the basis of the state mobile application "eGov Mobile" through the specialized service "Social Wallet." Recipients of targeted social assistance present a QR code at the cash desks of partner stores to receive preferential prices for essential goods.

The system automatically charges a food voucher to each family member based on one monthly calculation indicator, which is ₸3932 (≈₽581). A family of four receives a digital voucher worth about ₸16 thousand (≈₽2363), which can be used to get discounts when buying food.

Balkybekov explained that the difference between the market and the preferential price is debited from the electronic voucher, and the remaining amount for the goods is paid by the buyer in cash or card. The total discount for recipients of targeted social assistance can reach 25% due to the refusal of retail chains from part of the trade surcharge and government purchases of products at reduced prices.

Retail chains participating in the program undertake to sell goods at alternative prices below market prices, and the state provides them with preferential loans to replenish working capital at a symbolic rate of 0.01% per annum. This allows retailers to compensate for losses from the provision of discounts to needy categories of the population.[1]

2024: Launch of service to let men know if they are eligible for military service

The Ministry of Digital Development of Kazakhstan on November 15, 2024 announced the launch of a new service in the eGov Mobile mobile application. We are talking about providing citizens of the country with access to information about their military duty and conscription status of a citizen.

According to the Internet portal "State Services and Information Online of Kazakhstan," users were able to view and transmit data on their attitude to military service through a smartphone as part of the update of the "Digital Information" service.

An electronic public service has been introduced in Kazakhstan, which makes it possible for men to find out if they are obliged to undergo military service

The new service allows citizens to independently share information with employers, indicating the company's IIN or the recipient's phone number.

The system provides for two options for the exchange of data: at the initiative of a citizen or at the request of the employer. Upon receipt of the request, the user can confirm or deny the provision of information, as well as revoke previously transmitted information.

According to the Internet portal, the functionality of the application includes viewing information about conscription and the current status of military duty. To access the service, you need authorization in the eGov Mobile application and go to the "Information" section.

The implementation of the project was made possible thanks to the joint work of the Ministry of Defense, the Committee of Public Services and National Information Technologies JSC.

The developers have provided the ability to transfer data through instant messengers and e-mail via a direct link to the application. The history of all requests is stored in the system, which allows users to control access to personal information.

The application also implements the function of managing the provided data: users can track to whom and when the information was transmitted, and, if necessary, revoke access to it.[2]

2020

In Kazakhstan, digital passports and driver's licenses equated to paper

In June 2020, the Parliament of Kazakhstan adopted a law that equates digital documents with paper. Thus, citizens of the country will be able to present electronic versions of passports and driver's licenses without confirming them with paper versions.

According to the Committee on Economic Policy, Innovative Development and Entrepreneurship of the Senate of the Parliament of Kazakhstan, the adopted law "On Amendments and Additions to Some Legislative Acts on the Regulation of Digital Technologies" creates favorable conditions for the population due to the use of digital technologies.

In addition, the tasks of the new initiative include ensuring and strengthening the protection of personal data of citizens, regulating public relations when introducing new digital technologies and improving existing legislative norms in the field of informatization.

Minister of Digital Development, Innovation and Aerospace Industry Askar Zhumagaliev on his Facebook page noted that digital documents in the eGov Mobile mobile application will receive full legitimacy and can be applied on a par with paper.

The new law also assumes the following:

  • creating conditions for the implementation of projects in the field of information and communication infrastructure, improving the quality of the provision of state and non-state services to the population through a mobile application; e-government
  • creating a mechanism for the safe operation of unmanned aerial vehicles and increasing the share of robots in the country;
  • determination of the authorized body in the field of personal data protection and its main functions.[3]

Expand the list of supported documents

At the end of May 2020, it became known about the expansion in eGov Mobile of the list of digital documents that replace traditional paper documents. According to the Minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan Askar Zhumagaliyev, with the help of this program for a smartphone, it will be possible to present a student certificate, military ID, disability certificate, technical real estate passport.

 Four digital documents are available in eGov Mobile: identity card , child birth certificate  , marriage and divorce certificate , change of name, surname, patronymic.

According to Zhumagaliev, by the end of May 2020, work is underway to refuse certificates that government agencies can request on their own. By the end of the year, it is planned to cancel 24 information certificates. To do this, government agencies need to complete integration, as well as make changes to regulations and regulatory legal acts.

On May 20, 2020, Minister of Internal Affairs Yerlan Turgumbayev said that motorists will be able to move around with only an identity card. The police will see all the rest of the information about the car owner through the tablet.
