2023: Fan ID mobile app released

On February 7, 2023, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the launch of a mobile application for the Fan ID system. It was called the "Fan Card" and is intended for fans, athletes, stadium and club staff and media representatives to enter the event. In the application you can:

  • issue a Fan Card for yourself and children;
  • present a ticket, subscription or accreditation when passing for the match even without access to; Internet
  • transfer the ticket to another person;
  • find out the schedule of matches, the stadium, see the place on the map;
  • add a sporting event to the calendar;
  • go to the club's website to buy a ticket;
  • learn about the clubs' bonus programs.

Ministry of Digital Science released an application for Fan ID

According to the Ministry of Digital Industry on February 7, 2023, it will soon be possible to issue a card in the application without visiting the MPSC, the Ministry of Digital Industry added. The Fan Map app can be downloaded from the AppStore, AppGallery, Google Play and RuStore.

The Fan ID system was officially introduced at the games of the Russian Football Championship, starting from the 2022/23 season. By February 2023, the registration of such a fan card is mandatory for visiting stadiums in Yekaterinburg, Rostov-on-Don, Nizhny Novgorod, Samara and Sochi. As previously reported, in 2023 it will operate in all arenas of clubs of the Russian Premier League (RPL).

In Moscow, as the city hall said in early February 2023, you can now issue a fan card in any of the 136 centers of public services. To submit an application, you will need an identity document and an account on the Public services portal. Previously, it was necessary to first register an application on the portal, and then confirm your identity in one of the seven flagship offices or the Palace of Public Services at VDNKh.[1][2]

Adopted a law on the introduction of a "fan passport"

Deputies of the State Duma adopted in the third reading amendments to the Federal Law "On Physical Culture and Sports in the Russian Federation" in terms of the introduction of a spectator identification system. This became known on December 17, 2021.

In accordance with the law, the Government of the Russian Federation will have to determine the list of "official sports competitions, when attending which the identification and authentication of spectators, participants in an official sports competition, and other persons involved in such competitions are mandatory."

A citizen will be able to send an application for a "fan passport" through the portal of public services.

The law also regulates the issues of registration and registration of a personalized card, establishes the grounds for refusing to issue it and suspending its action.

The basis for refusal may be, for example, the presence of data that a fan or tournament participant previously violated public order at a sports event, including outside the Russian Federation, or information "about the intention to commit relevant illegal acts."

Opening of additional centers for issuing fan passports in Moscow and St. Petersburg

Additional fan passport centers (Fan ID) to attend UEFA EURO 2020 matches in Russia are opening in Moscow and St. Petersburg. This was reported on April 7, 2021 by the Ministry of Digital Science of Russia.

A fan passport is a small aminated form containing personal data and a photo of the owner. It must be received by every viewer who has bought a ticket to UEFA EURO 2020 matches in St. Petersburg to enter the stadium. Foreign spectators will be able to enter Russia the identity document (passport) and the fan's passport both on the aminated form and on the electronic form of the fan's passport without applying for a visa from May 29 to July 2, 2021, leave Russia - from May 29 to July 12, 2021.

Fan Identification System and Fan Passport (FAN ID) is a Russian project that will be implemented at UEFA EURO 2020 matches in St. Petersburg.

2020: Fan ID Development - Fan E-Passport in Russia

Football matches in the Russian Federation will stop being allowed without an electronic passport

According to Matytsin, control over admission to stadiums is a very important element of safety, so it is defined in the Strategy for the Development of Physical Education and Sports until 2030. The minister noted without specifying details that there would be no Fan ID in direct form - such as it was at the 2018 World Cup -.

As the Telegram channel Baza clarifies, the system will be similar to the one that operated during the 2018 World Cup, but fan passports will be completely digital. The fan passport at the world football championship was a personalized card, which made it possible to identify the fan when passing to matches. It is assumed that football in Russia will stop being allowed without an electronic passport.

According to Baza, the option of launching the system this season, but on a voluntary basis, is being considered. Fans who decide to register themselves will receive various bonuses or, for example, separate entrances to the stadium. To reduce the negative reaction of fans, the authorities are simultaneously planning to return beer to the stadiums. The "blacklists" of fans will also be zeroed.

The Russian government is planning a budget for the implementation of the Fan ID system in Russia. The draft budget for the next three years includes expenses in the amount of 700 million rubles for the installation of a fan identification system at stadiums, RB-Sport reports. If the project is approved, the amount will be final. It is expected that the system will first be installed at 16 RPL stadiums and at Luzhniki Stadium[5]
