Issue of more than 1 million cards

July 21, 2023 starts the season of the Russian Premier League. Before its start, more than 1 million Fan Cards have already been issued and more than 40 thousand season tickets have been sold.

You can apply for a card online: in the mobile application "State Services Fan Card" or on Public services. You can confirm your identity for the Card in the MPSC of 79 regions of the country. Using the Map in the mobile application, you can go to the stadium even without access to the network - just show the QR code on the screen.

For children under 14 years of age and disabled people, a simplified procedure for issuing a Fan Card is available. This can be done without visiting the MPSC. Of the 183 thousand issued children's Fan Cards, 26 thousand children received it under a simplified procedure. For pensioners, stadiums have separate windows where they can get a Card.

The Ministry of Digital Science reported that from May 26, 2023, children under 14 years old can issue a Fan Card without visiting the MPSC. The card will be issued automatically if the parent fills in the data about the child on the Public services. The decree was signed by Prime Minister Mikhail Mishustin.

Disabled and disabled children from 14 to 18 years old will be able to get the Card with the help of the clubs of the Russian Football Premier League. Club employees will fill out the application themselves and conduct identification.

Possibility of identity confirmation in 14 more regions

On September 14, 2022, the Ministry of Digital Science announced that the MPSC of 14 more regions of Russia had joined the service for confirming the identity of the owner of the Fan Card. Now you can get the service additionally in 525 branches of the "My Documents" centers.

On August 22, 2022, the Ministry of Digital Science announced that 10 more regions of Russia had joined the service for confirming the identity of the owner of the Fan Card. Now you can get the service in an additional 595 branches of the MPSC.

On August 15, 2022, the Ministry of Digital Science announced that the service for issuing a Fan Card at the MPSC is expanding in Russia. About 50 more subjects will connect to the regions where it is already possible to confirm the identity for issuing the Card.

The Chelyabinsk Region has connected to the identity confirmation service: the corresponding service is provided at 58 branches of the MPSC of the region.

First matches using a fan card

As part of the third round of the Russian Premier League, the first matches were held using the Fan Card. In five cities - Yekaterinburg, Nizhny Novgorod, Rostov-on-Don, Samara and Sochi - spectators entered stadiums using the electronic Map service on Public services. This was announced on August 1, 2022 by the Ministry of Digital Science.

Before the matches, the system passed several stages of testing, possible modes of passage of spectators and employees to stadiums were worked out. Everyone was able to get to the matches using QR codes that are formed on State Public services after buying tickets.

For visitors to RPL matches in five cities, temporary MPSC worked in front of the stadiums, where the audience had the opportunity to get all the necessary help through the Fan Card service. Also, Fan Support Centers worked for citizens, where you could contact in case of questions about obtaining a QR code and using it to pass to the match.

Almost 40 thousand people attended the matches of the third round of the RPL in 5 cities in stadiums where the Fan Card is used;

• 120 thousand people received an electronic Fan Card;
• 65 thousand tickets, subscriptions and accreditations are issued according to the Card.

The stadiums that hosted the matches of the 2018 FIFA World Cup have all the equipment necessary to ensure the correct operation of the Fan Card. The first big tournament using the program will be the Russian Football Championship - by the end of the year, all stadiums of the Russian Premier League will be provided with a system that allows access to the Fan Card. The Russian Cup final will also be held using the Map. When developing an electronic Fan Card, the experience of a Fan Passport or Fan ID is taken into account. This format has proven itself well at the 2018 FIFA World Cup in Russia and the 2020 UEFA European Football Championship. Fan card will be used

• to purchase tickets or season tickets. The card number will be required at checkout;

• to improve the level of safety in stadiums and sports facilities. The system will not allow a card to be issued to a person who, for example, was banned by the court from attending competitions due to participation in riots.

Citizens over 14 years old can apply independently. For children under the age of 14, their parents or legal representatives in their personal account can draw up a card.

After submitting an application, you must confirm the identity of the Cardholder. This can be done at the MPSC in 11 regions where the RPL participating clubs are located.

When contacting the MPSC, the employees of the centers will check the photo uploaded when filling out the application on the Public services, and confirm the identity of the owner of the Card. When visiting the MPSC with you, you need to have a passport. If the Card was issued for a child, you need to have a birth certificate with you.

Service launch

A single service is being launched in Russia to buy tickets and season tickets for football matches, which became known in mid-June 2022. According to the First Deputy Minister of Sports of the Russian Federation Azat Kadyrov, the platform was called the "Fan Card."

The purchase of tickets and season tickets by spectators for competitions in pilot regions will be carried out using the electronic "Fan Card." This is a new digital service that will make attending football matches comfortable and safe for all fans, "Kadyrov said.

The authors of the Fan Card project expect that this digital service for spectators of sports competitions will help make buying and selling tickets for competitions more transparent, as well as improve the security system at sports facilities and create a new level of comfort in stadiums.

Changes to the federal law "On Physical Culture and Sports in the Russian Federation," which relate to the work of a personalized card for attending sports competitions, entered into force on June 1, 2022. The Minister of Sports of the Russian Federation Oleg Matytsin on the same day announced that Fan ID will begin to operate from the new season of the Russian football championship at six stadiums. From July 4, the fan card will be available for registration on the State Public services portal.

In early June 2022 , the Communist Party deputies submitted to the State Duma a bill to abolish Fan ID. Parliamentarians noted that the system caused dissatisfaction with a large number of fans, as it implies that the authorities, and not fans, determine the availability of mass events. In addition, the deputies considered the reasons for refusing to issue a fan passport to be blurred.^[1]
