History
2025: Russian President Vladimir Putin appoints the Main Research and Computing Center as the sole executor of GIS work for human rights commissioners
On May 19, 2025, the president Russia Vladimir Putin signed an order according to which the sole executor of the work on the operation of the federal state information system of human rights commissioners (FSIS UPCH) is appointed. The order says that FSUE GlavNIVTS, when performing work on GIS, can involve co-contractors and subcontractors in the implementation of state contracts. At the same time, the amount of obligations under such contracts performed personally by the computer center should be at least 20% of the value of each contract.
The FSIS UPCH, created as part of the Digital Economy of Russia project, was launched in 2025. This system provides automation of the process of receiving and analyzing citizens' appeals, combines information systems of human rights commissioners, which increases efficiency and reduces the time for consideration of appeals. The FGIS UPC provides tools for online consultations, as well as a data bank of legislation on human and civil rights and freedoms.
GlavNIVC was organized on August 1, 1985. The center's website says that it is directly involved in providing the Office of the President and subordinate organizations with "high-quality, modern and safe information technologies," applies a competent, scientifically based approach to the process of creating and developing a single information space. The work of GlavNIVC covers a wide range of areas - from the creation and development of telecommunication networks to the development of specialized software for higher government bodies.[1]
2024: 0.5 billion rubles allocated for the creation of GIS
In September 2024, it became known that ₽0,5 billion were allocated for the development and implementation of the federal state information system (FSIS) to protect human rights and monitor social networks. The system should process complaints from citizens and monitor social networks to timely identify violations of the law. Funding is provided within the framework of the federal project "Digital Public Administration" of the national program "Digital Economy."
According to CNews, the total cost of creating and operating the system from 2021 to 2024 will amount to ₽564 million. The Office of the Commissioner for Human Rights is responsible for the implementation of the project. FGIS UPCH will be integrated with other state information systems and services to ensure the interaction of the state and citizens in matters of protection of rights and freedoms.
The main functions of the system include receiving and processing complaints from citizens in various ways - by mail, through e-mail and information portals of departments. The system will also classify and redirect appeals to the relevant authorities, and citizens will be able to receive information about the status of their applications. In addition, the FSIS will provide an analysis of social activity on the Internet, which will quickly identify facts of violation of citizens' rights.
The system will be integrated with the Unified System of Public Services (EPGU) and other state platforms. This will ensure the exchange of data between various state bodies and human rights organizations. It also provides for forecasting the consequences of decisions made in the field of human rights protection and analyzing legislation to identify its imperfections.
The creation of the system should be completed by the end of 2024. The contractor of the project was the company "Bars Group," which in 2023 won a competition for the development of FSIS UPCH in the amount of ₽331 million. In 2023, a pilot launch of the system began, which should cover all federal districts.[2]
2023: Work to build the system
In early April 2023, it became known about the creation in Russia of the Federal State Information System of Human Rights Commissioners (FGIS UPCH). About 332 million rubles have been allocated for the implementation of the project.
According to CNews with reference to materials on the public procurement website, the FGIS UPC creates the Office of the Commissioner for Human Rights in Russia, which is engaged in restoring the violated rights of Russian citizens, foreign citizens or stateless persons by considering their complaints and appeals about the actions of officials of public authorities. The results of the tender are planned to be summed up on April 24, 2023.
According to the terms of reference, the FGIS UPC is designed to automate the activities of the UPC related to the restoration of violated rights of citizens by considering their complaints about the actions of officials and public authorities. The system should make it possible to increase the efficiency of the IF and affect the speed of consideration of requests. In addition, the system should ensure "monitoring of electronic media and social networks in order to identify information about violations of human and civil rights and freedoms," follows from the terms of reference. The FSIS will also help visualize data to "control and monitor peak values in changing the state of compliance with situations in the country and regions" related to ensuring the rights and freedoms of citizens and supporting optimal decision-making.
It is assumed that the system will be able to work out at least 300 thousand appeals from citizens annually. The system will receive all requests submitted online, by e-mail, in paper form, by phone, etc. Development frameworks and components compatible with the Gostech platform should be used in the FGIS UPC[3]
