2024: Data on the presence of OSAGO policies in taxi carriers will flock to the Taxi GIS
At the end of March 2024, it became known that data on the presence of OSAGO and OSGOP (compulsory civil liability insurance of the passenger carrier) policies in taxi carriers will be centrally accumulated in the federal state taxi information system (FGIS Taxi). Regional authorities will be able to receive this information from 2025.
According to the Kommersant newspaper, within the framework of the new project, FGIS Taxi will be integrated with the automated insurance information system - the AIS Insurance platform. In fact, we are talking about the formation of a single source of information about the legality of market participants. As the Ministry of Transport notes, the system makes it possible to use "objective metrics and information" to control and manage the transport of passengers and luggage by passenger taxi.
It is planned to spend 396.3 million on the development and operation of the FSIS in 2024-2026. Using rubles MINISTRY OF INTERNAL AFFAIRS the new system, it intends to check carriers and taxis. All constituent entities of the Russian Federation work in FGIS "Taxi," and more than 79 thousand carriers, 512 thousand cars and 11 thousand taxi ordering services are included in regional registers.
The Public Council for Taxi Development emphasizes that as of March 2024, the reconciliation of the presence of an OSAGO policy with a mark "for a taxi" occurs manually. After the integration of FSIS and AIS, this process will be automated. The requirement for the presence of OSGOP becomes mandatory from September 1, 2024. However, market participants say, there are unresolved problems in taxi insurance under OSAGO, in particular the high cost of the policy and refusals from insurers. This situation may negatively affect the OSGOP.
In the Russian Federation, less than 15% of cars employed in the industry are registered as a passenger taxi. Because of this, insurance companies see only a small part of the market, in fact, only taxi companies. Running GIS
On September 1, 2023, the Federal State Information System (FGIS) "Taxi" was launched, which, according to the Ministry of Transport of the Russian Federation, will help streamline activities in the field of legal taxi transportation, increase the transparency of both the industry and control over it.
According to the ministry, the FSIS will cover tens of millions of citizens and about 500 thousand cars of a passenger taxi and will ensure the collection, processing, systematization and storage of information from three registers: aggregators, carriers and cars of passenger taxis. The system is fully ready to connect all Russian regions to it, the Ministry of Transport said on September 1, 2023. Regions and market participants have three months (until December 1, 2023) to enter data in the registers. The authorized operator of the FGIS "Taxi" is the FGBU "SIC of the Ministry of Transport of Russia."
FGIS "Taxi" does not contain fundamentally new or additional requirements for market participants. The system consolidates and systematizes key information, provides passengers with the opportunity to check the legality of the carrier and car, helps to increase the level of transparency of the industry and control over it.
By the beginning of September 2023, 89 regions were connected to the Taxi FSIS. Subjects in which there are no own systems and registries will be able to keep them on the basis of FGIS "Taxi," and not spend additional funds on this.
Almost all regions have chosen to connect to the federal system. FGIS "Taxi" will be used - 86 regions, 3 regions - Moscow, Moscow region and Krasnodar Territory - will connect systems of their own design. The result of the introduction of FGIS "Taxi" will be an improvement in the quality of the services provided and a decrease in the number of accidents involving taxis. Mishustin approved the launch of GIS taxi
Prime Minister Mikhail Mishustin signed a decree approving the launch of the federal state information system (GIS) of a passenger taxi. The press service of the Cabinet of Ministers announced this at the end of July 2023.
As part of this initiative, three local registers will operate in each region - for carriers, cars and taxi ordering services. The register data will be supplied to the federal system within 24 hours, which will increase the effectiveness of control over the provision of such services. The government believes that the new GIS will make taxi travel safer.
The new changes will strengthen control over taxis, they will be implemented using a single digital platform "Gostech," which will cover 453 thousand cars and 20 million Russians, said in June 2023 the head of the Ministry of Transport of the Russian Federation (responsible for the creation of a taxi GIS) Vitaly Savelyev. He added that changes in the law and regulation of passenger transport occurred for the first time in 20 years.
The launch of the federal state information system of passenger taxis is scheduled for September 1, 2023. As added to the press service of the Cabinet, the decree on the state taxi system was adopted as part of the implementation of the provisions of the law on taxis, adopted at the end of 2022. Among the innovations established by law are the creation of a state information service and taxi registers, the opening of regional representative offices of ordering services, the division of responsibility between aggregators and self-employed drivers.
In May 2023, the All-Russian Association of Passengers asked the authorities to postpone for a year - until September 1, 2024 - the entry of part of the amendments to the "taxi law."[3]
Creating GIS
In May 2023, it became known about the work carried out by the Ministry of Transport of the Russian Federation to create a federal state information system for passenger taxis. The agency has developed provisions for this platform.
According to the publication D-Russia.ru, the document, among other things, determines:
- purpose, objectives and functions of FGIS taxi;
- system structure;
- the composition of the information posted in the system, the procedure, terms, methods of submitting information in the field of passenger and baggage transportation by passenger taxi to the system, the composition of participants in information interaction;
- procedure for the maintenance by authorized bodies of the regional register of passenger taxi carriers, the regional register of passenger taxis and the regional register of passenger taxi ordering services using the system;
- procedure for accessing the system, exchanging information with the system, ensuring the protection of information contained in the system.
The purpose of the FSIS is to automate the processes of collecting and processing information in the field of passenger and baggage transportation by passenger taxi to ensure the implementation of activities and the exercise of powers by the authorities, as well as to increase the efficiency of information exchange, including:
- improving the efficiency of state control (supervision) in the field of organization of passenger taxi transportation;
- improving transparency, legality, safety of passenger taxi transportation, preventing accidents involving passenger taxis, reducing the severity of their consequences by controlling the actions of passenger taxi carriers and passenger taxi ordering services.
From September 1, 2023, three regional registers should operate in each region of the Russian Federation: carriers, taxi cars and ordering services. Information from these registers should go to the federal taxi system. The developed document states that the regions must ensure the transfer of information from regional registries to the federal system of the Federal Taxi Service no later than December 1, 2023.[4]
