ElVIS-NeoTech represents systems for protection of approaches to an object and the organization of "virtual perimeter" – a line of Thermovision locators of the circular Eagle owl overview (based on computer vision of Orwell 2k).
"Eagle owl" is intended for automatic round-the-clock all-weather protection of approaches to objects by method of continuous thermovision patrol.
The thermovision locator of the circular Eagle owl overview in the set sector of scanning (up to 360 degrees) automatically detects moving targets (people, vehicles, watercrafts, etc.), projects their location on the electronic card of an object, in real time informs on emergence of the purposes of the operator.
The main sensor of Eagle owl is the thermal imager, as additional the video camera can be used.
Application in the system of algorithms of computer vision of Orwell 2k allows to provide a high probability of detection of the purposes on the land and water in the conditions of a natural interfering situation (fog, existence of vegetation, change of time of day, appearance of insects in a frame, a flare with automobile headlights, etc.) at the minimum false operations.
Structure of the Thermovision locator of the circular Eagle owl overview:
- thermal imager;
- video camera (optionally);
- rotary platform;
- server of thermovision analytics of all-weather execution (IP-66);
- The automated workplace of the operator with the preset software.
Depending on assigned tasks Eagle owl can be provided in executions for intruder detection at near, average and long ranges.
"Eagle owl" can be applied on objects of nuclear power and allows to provide requirements of Federal Law No. 256 of July 21, 2011 "About security of objects of fuel and energy complex" and Orders of the Government of the Russian Federation of May 05, 2012 N 458 "About the approval of Rules on security and anti-terrorist security of objects of fuel and energy complex".
Application of the Thermovision locator of the circular Eagle owl overview will allow to organize automatic round-the-clock protection of objects and approaches to them, to obtain reliable information about emergence of disturbing situations under any weather conditions.
The interface of attendant workstation of the Eagle owl system represents a workplace in which the map of an object, a window of thermovision information, a panel of work with archive and a window for working off of automatically detected disturbing events is submitted.
At emergence of moving targets a system marks them with a frame in a window of thermovision information and plots location of the purpose of an object, notifying the operator on danger by a sound signal.

2015: "Eagle owl" passed test
On September 23, 2015 the ElVIS-NeoTech company announced completion of tests of a thermovision locator of the circular Eagle owl overview. Results of tests confirmed efficiency of the equipment and expediency of its use at the big extent of the protected area.

Thermovision observation using unique algorithms of computer vision of Orwell 2k allows to detect and classify the purposes in the protected perimeter or on line sections in real time. Thanks to automation of process of detection of potential violators application of a locator Eagle owl reduces a negative impact of a human factor. The device is capable to identify violators in the conditions of poor visibility: in fog, twilight, etc.
Effective counteraction to plunder of oil products on an extensive network of oil pipelines helps to reduce costs for elimination of unauthorized inserts, recovery of pipelines, liquidation of ecological damage and cleaning of the land plots.
