NORBIT: Public and municipal procurements

The expert advice according to the Russian software (S) at a meeting in the Ministry of Telecom and Mass Communications of the Russian Federation voted on September 5, 2016 for inclusion of seven solutions of the companies of group of LANIT in the unified register of the Russian software. Among them and own solutions of NORBIT there is NORBIT Business Trade, "The public and municipal procurements" are recommended for purchase by the state organizations within support of import substitution in the IT sphere.

All software products added to the register were recognized conforming to requirements, stipulated in Item 5 rules of formation and maintaining the unified register of the Russian programs for the electronic computers and databases approved by order of the Government of the Russian Federation No. 1236 "About establishment of prohibition on the admission of the software coming from the foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" of November 16, 2015.

AIS "Public and Municipal Procurements" v 1.0

The NORBIT company (LANIT group) announced in the spring of 2014 release of the software product of the AIS "Public and Municipal Procurements" of v 1.0. Obligatory certification there underwent six basic system modules, each of which can be implemented as an independent technology platform.

Automated information system "The public and municipal procurements" is implemented on the .NET platform, supports bilateral integration with the official site of the Russian Federation for placement of information on order placement and also a possibility of unlimited replication within the area or the region.

Use of .NET technology for implementation of functionality of the new State procurements system 1.0 allowed to adapt the AIS to new requirements of the legislation – to the Federal law of 4/5/2013 N 44-FZ "About a contract system in the field of purchases of goods, works, services for ensuring the state and municipal needs". Developers of NORBIT guarantee the high level of performance and security of a system which thanks to a number of flexible configurations, allows to conduct fast adaptation of regulations of a purchasing system to new changes of the legislation and the current tasks of divisions.

The management system for purchases of the region covers all range of tasks of divisions: collecting and consolidation of requests, planning, tendering, contracting and reporting. Conducting electronic document management allows to increase performance and speed of work, and application of the electronic signature guarantees the high level of reliability and security. Ample integration opportunities allow to integrate working modules AIS with any internal information systems of department including implemented based on software products of SAP and Microsoft.

The complete version of functionality of the AIS NORBIT "Public and municipal procurements" is implemented based on the Ministry of Finance of Kamchatka Krai and City administration of Chelyabinsk.
