Our North is a portal designed to change the quality of life and appearance of the Murmansk region through the active involvement of residents in the development of their city and region.

2023: Completion of the third stage of the development of the portal "Our North"

The Government of the Murmansk Region and RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) have completed the third stage of development of the Our North portal. The joint project team finalized the functionality of interaction with residents and introduced a system of loyalty and encouragement of the most active users. This was announced on March 17, 2023 by the company "RuSat Infrastructure Solutions." Now residents of Our North can receive prizes for using services. For registration, comments, appeals, participation in polls and voting, users are awarded points, which are subsequently easy to exchange for gifts presented in the "Incentive Store" section.

You can also get points having scanned QR codes on specially created red signs placed at facilities throughout Murmansk region as part of the implementation of the strategic plan "In the North - Live!" As of to data March 2023, more than 180 of them were installed in the region. geotags

The procedure for supporting the initiative ideas of citizens, which is used in voting on the most important issues of urban development, has been significantly simplified. The project can now be initiated by any group of residents of at least 10 people who have reached the age of 16 and are registered in the municipality where the project is planned to be implemented. So, 113 initiatives proposed by the northerners were put to a vote from January 10 to January 31, 2023. Almost 37 thousand residents of the Kola Peninsula took part in the selection.

The portal is becoming more and more multifunctional. Now the resident decides for himself how his yard, park, public area, district or city in which he lives will change. The vote received such a big response from Murmansk residents and the Government hopes to repeat this experience. "Our North" has actually become an instrument of an active resident of the Murmansk region, which can be used in various spheres of life,

The winners of the program were 65 initiatives of residents of the Murmansk region. They will receive financial support from the regional and local budgets.

RIR experts have provided a technical opportunity to implement all innovations. We prepared an input form, a fault-tolerant system so that everyone, without prejudice to the work of the portal, could take part in voting for initiatives. The main core for earning and withdrawing points has been created, a total of 40 different events have been added, for which the user can receive points. The developed portal components were installed and configured, their work was adapted for use on mobile devices. Special forms have been created for publishing materials and collecting information from residents of the Murmansk region, documentation has been prepared for authorized employees.

The design of the main page of Our North has also been developed. It allows the user to quickly and without unnecessary actions find the necessary information. Navigation elements are intuitive and convenient, and the logic of their presentation provides a minimum number of steps to the goal.

2022: Ability to track the implementation of national projects

On February 15, 2022, RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) announced that, together with the Government of the Murmansk Region, it had summed up the development of the Our North portal. The team completed two stages for the development of the portal for receiving and processing messages on optimizing the quality of life and ensuring the development of the Murmansk region. As of February 2022, 41 thousand residents are users of the portal (this is 5% of the region's population). 73 categories of problems are available for reporting, 72 projects put to a vote.

According to the company, one of the important changes is the updated functionality, thanks to which residents of the region can track the implementation of national projects. The portal receives information from the Unified Digital Platform for Regional Management, each of the 11 national projects is assigned a responsible ministry.

The user can monitor how and what work is carried out within the framework of national projects, see the budget and the development of funds online. For example, a resident can find a national project of interest on the portal, get acquainted with the indicators and results characterizing its implementation, assess the lag or advance of plans.

Also, an interactive map has been created on the portal, which reflects all objects and events of national projects. Indicators, results of work of regional projects, events and objects inside it are available to the resident. In addition, the user can observe the construction of specific infrastructure facilities or specialized events - for this, the portal has implemented the functionality of online video broadcasting.

In addition to creating a section with national projects in 2021, an updated portal design was developed, it allows the user to quickly and without unnecessary actions (native) receive the necessary information. Navigation elements are intuitive and convenient, and the logic of their presentation provides a minimum number of steps to the goal. 5 additional sections appeared on the portal. During this time, the system has worked out more than 28 thousand messages from residents. An important characteristic of the project was the maximum use of automated information systems and telecommunications infrastructure already operating in the Murmansk region.

One of the portal updates is the "Cleaning of Territories" section, which displays data on the location of urban communal equipment on an interactive map. The information is updated every 10 seconds. The activity status is also displayed (color displays of parcels depending on the job status).

Another section of "Poster" consists of two integrations with the sites "Yandex.Poster" and "Культура.РФ." The data in it is presented to the user in the form of event cards, choosing the desired one, you can immediately buy a ticket, all events will be reflected in the resident's personal account, and a reminder will be sent to the participant the day before the event. In addition, the administration has the opportunity to create and promote its own event cards. For example, to talk about the planned "City Day," popularize it, the user can register for the event, while personal data from the portal is automatically pulled up.

The challenge of the project was integration with external information systems: POS, AIS "Housing Inspector." Integration with the federal feedback platform (POS) that appeared after the start of the project has been completed: a resident comes with a request for Public services - the information is transmitted to Our North, it is worked out there in the corresponding section.

At the very beginning of the project, the central functionality of the system was the filing of complaints through the portal. For February 2022, it is becoming more and more multifunctional: the user comes to it in order to solve his problem, and find out information, and look at the street cleaning schedule. In fact, this is a tool for an active resident of the region for different areas of social life. There are also a lot of changes in working with complaints - now you can not only send a letter and it will be accepted, you can track the entire path of your appeal. At the same time, the system is designed so that a formal unsubscribe is simply impossible.

We started updating the portal by analyzing the user experience and relying on modern trends in building the optimal user experience (UX/UI). We tried to make all interfaces as "userfraindli" as much as possible and optimize the message path as much as possible - from the date the message entered the portal to the date the issue was resolved, when the resident not only received an answer, but received a ready-made solution to his problem. In the process, the accents responsible changed several times to achieve the result, which influenced the period for obtaining a positive result.

Through it, every resident of the region can influence the development of urban infrastructure, take part in voting, for example, to choose the design of the New Year's decoration of the city or the color of the facade during the repair of the house, talk about current problems. To receive complaints on the portal, separate thematic blocks have been created: a problem, HOUSING AND PUBLIC UTILITIES uncleaned garbage, uncleaned snow, holes on the road, etc. The message is received by the moderators, who send it for consideration to a specific performer. In each municipal education region, responsible persons are assigned to work on the portal, as well as a list of operators and performers for each category of messages. The portal is implemented on the Russian solution: the software complex "Active Citizen" to involve residents - its own development of RIR, entered in the domestic register. software
