The PosTransfer system provides an opportunity to mail operators to accept and pay money transfers through agency networks, to use remote channels, including mobile solutions. Postal orders will begin to be made instantly, online, on the unified operational and technology standards, and interactions of mail operators will be performed on the basis of the multilateral agreement (the agreement of accession).

In January, 2017 in Tbilisi mail operators of the CIS countries reached the agreement on system implementation of international money transfers under the collective trademark of the Universal Postal Union (UPU) – PosTransfer. Thereby the first step to creation of single mail payment system is taken in the region of the CIS.

Arrangements of the parties were recorded in the corresponding Memorandum which was signed by mail operators of Russia, Ukraine, Kazakhstan, Armenia, Belarus, Kyrgyzstan and Tajikistan. Creation of a single mail payment system is implemented after the relevant decision made at a meeting by the Commission on mail financial services on the World Mail Congress which passed in September, 2016 in Istanbul. Mail operators of the CIS countries will become the first participants of a new electronic money transfer system under the uniform PosTransfer brand for which the single technology platform is already created, the logo and the corporate style is developed and approved. In the Memorandum need of development of general strategy, uniform rules and standards of system operation of PosTransfer for the region and also uniform marketing policy is recorded.

It is expected that mail operators of the CIS countries will be connected to the PosTransfer system until the end of 2017, afterwards other member countries of Universal Postal Union will join a system. For preparation for the next stage of the project the Working group is created.

The commission of VPS on mail financial services which developed the new concept of development of financial services works under the chairmanship of the deputy CEO of Russian Post for financial business Vladimir Salakhutdinov.

History

2020: Start of a mail money transfer system between Russia and Armenia

On July 22, 2020 mails of Armenia and Russia announced start of the first-ever mail money transfer system between the countries. The service to which the national operator of a mail service of Armenia "Aypost" and Russian Post were connected received the name PosTransfer.

PosTransfer is the project of Universal Postal Union which was approved on the congress of the Union in Istanbul in 2016. Russia and Armenia the first implemented this system not only in the CIS, but also among all 193 member countries of Universal Postal Union.

According to "Aypost" who was connected to PosTransfer a system allows to make remittances from Armenia to Russia and in the opposite direction from any post office in the countries. The transfers commission makes 1.2%.

In Armenia money transfers will be serviced in more than 800 post offices, and in Russia – in more than 30 thousand points of service. Now money transfers will be available even in the most distant localities, emphasized in Ayposta.

Also it is noted that a system is available online, providing the maximum efficiency. In only 15 minutes after sending money transfer the addressee can receive the amount from any post office of Armenia or Russia, declared in the press service.

Before start of the international PosTransfer system remittances could be made only through post offices, and mail operators conducted this activity on the basis of bilateral agreements and using own brands.

Besides, the single technology platform will allow to make transfers instantly in all countries. Also it opens an opportunity to mails to accept and pay money transfers through agency networks and also to use remote channels, including mobile.[1]
