2022: Creating a database of long-term construction projects

In July 2022, Prime Minister Mikhail Mishustin signed a decree approving the creation of a Register of unfinished capital construction projects in Russia. This database will store all data on long-term construction projects that were fully or partially built at the expense of the federal budget.

According to the press service of the Cabinet, information on the actual location of the facility, the reasons for stopping construction, and the availability of the necessary urban planning documentation will be entered in the register. Financial information and information about the surveys will also appear in the system - they will give an idea of ​ ​ the technical possibilities for continuing construction.

The decision to include a particular object in the register of long-term construction will be made by a special interdepartmental commission consisting of representatives of the Ministry of Construction, the Ministry of Finance, Rosreestr, the Federal Treasury and the Federal Property Management Agency. The Ministry of Construction will be responsible for maintaining the register.

Mikhail Mishustin announced the importance of a timely solution to the problem of long-term construction during an operational meeting with Deputy Prime Ministers on July 11, 2022. As the Chairman of the Government of the Russian Federation noted, many facilities, even being erected and equipped with infrastructure, are not put into operation.

It is noted that the federal register is being created as part of the roadmap for the introduction of new approaches to managing incomplete construction facilities, approved in March 2022.

Deputy Prime Minister Marat Khusnullin said on July 11, 2022 that a list of almost 2.5 thousand objects had been formed, the readiness of which was assessed as high, they would be completed as a priority.[1]
