2024: Service Launch
On February 1, 2024, the Ministry of Finance of the Russian Federation spoke about the launch of the Start of Business Online service, within which Russians will have access to electronic business registration, obtaining an electronic signature without personal presence and remotely opening an account with the bank.
Individuals will be able to use the comprehensive service when registering as an individual entrepreneur (individual entrepreneur), as well as those who decided to create an LLC with a single founder, simultaneously exercising the powers of the sole executive body.
"Start Business Online" is an experiment that will last until March 1, 2025. The experiment will allow combining the services provided by FTS Russia banks by sending documents to open an account to the bank participating in the experiment in electronic form, as well as determine an additional set of state and commercial services necessary for the start and development of entrepreneurial activity, the Ministry of Finance explained.
The experiment will allow assessing the convenience of using the service by individuals, legal entities and individual entrepreneurs, as well as determining an additional set of state and commercial services necessary for the start and development of the business, for their subsequent inclusion in the Start of Business Online service, the department added.
Citizens will be able to choose a bank to open a business settlement account in the process of submitting documents for state registration of a business in electronic form, obtain an electronic signature for a new business within the framework of a single technological process, start doing business and use a settlement account with the bank.
When preparing documents for business registration, the applicant will choose a credit institution where he plans to open an account, give consent to the remote issuance of an electronic signature in order to open an account and send the documents necessary for registering a business and opening an account to the registration authority through the electronic services of the Federal Tax Service or the service of a specific bank participating in the experiment.[1]
2023: Service Announcement
At the end of July 2023, it became known about the service for electronic registration of business in Russia. It was named "Start Business Online." The project is implemented by the Ministry of Finance of the Russian Federation.
As Kommersant writes with reference to the draft government decree published by the department, the experiment to provide a comprehensive service for registering legal entities and individual entrepreneurs will be held from September 1, 2023 to May 31, 2025. The explanatory note to the project states that its adoption will significantly increase the number of users of the Unified Biometric System (EBS) at the expense of banks that remotely open accounts, as well as individuals applying for a confirmed EBS account. The participants in the experiment are the Federal Tax Service as a coordinator, the Central Bank , the Ministry of Digital Development, the FSB, Rosfinmonitoring, as well as banks.
It is noted that the implementation of the provisions provided for by the draft resolution will not require additional funding from the federal budget, and also "will not affect the achievement of the goals of state programs of the Russian Federation." According to Pavel Samiev, a member of the Opora Rossii presidium, the experiment will allow entrepreneurs to save time and money.

At the same time, as Pavel Samiev notes, business hopes that the story of the introduction of a single tax account will not repeat itself, when at first everything looked perfect, but the widespread introduction of the innovation instead of convenience brought "surprises" to small and medium-sized businesses.
On July 11, 2023, a package of bills was submitted to the State Duma that allow the registration of legal entities and individual entrepreneurs by e-mail. The document is published in the legal framework of the lower house. Its authors were deputies from "New People," headed by Deputy Speaker of the State Duma Vladislav Davankov.[2]
