Unloading of results of tests for a coronavirus in mobile application of Gosuslugi Stopkoronavirus

The ministry of digital development, communication and mass communications of the Russian Federation announced on November 25, 2020 start together with Rospotrebnadzor on the Uniform portal of state services of the service connected with prevention of COVID-19. Now results of tests for a coronavirus will be loaded into a personal account of the user on Gosuslugakh.

The users of the portal who passed tests in the laboratories integrated with an information system of Rospotrebnadzor will be able to receive notifications of the readiness of results on Gosuslugakh. Results will be loaded in the form of the QR code into mobile application of Gosuslugi Stopkoronavirus. Loading on the portal of results of tests for COVID-19 happens within 60 minutes after their receiving.

"Start of service will allow to solve several problems at once. First of all, it will become the entrusted instrument of storage of certificates of COVID-19 for presentation using mobile application in the place of the requirement. Secondly, will lower a share of counterfeit references with results of tests, will reduce time of obtaining result of a research and also will save from need to send the reference to Rospotrebnadzor after return from abroad" — Mintsifra's deputy head of Russia Oleg Kachanov told.

For November 25 in several regions of Russia loading of results of researches on presence of a virus is implemented by more than 450 organizations which are carrying out sampling of tests and integrated with the information platform of Rospotrebnadzor. More than 130 thousand references are loaded already. In day about 15 thousand researches come to the portal. In the nearest future connection of new laboratories in six subjects of the Russian Federation and increase in daily number of the researches transferred in a digital form up to 40 thousand is planned. The remained laboratories and the medical centers are going to be connected to the project until the end of the first quarter 2021.

Creation of service "Stopkoronavirus. My contacts" for tracking of the infected COVID-19

In the middle of November, 2020 it became known of creation in Russia of service "Stopkoronavirus. My contacts" which will allow to trace COVID-19 infected with a coronavirus. The corresponding application for mobile devices was developed by the Ministry of digital development, communication and mass communications of Russia.

The program scans an environment in a radius of 10 meters. Infected enters data on the disease there, and other user receives the notification that he is in a risk zone now. The distance and intensity of contact are closer, the danger level is higher.

Mintsifra Maksut Shadayev's head emphasized that use of the application will be "absolutely anonymous and safe". Data remain on the device and automatically are removed in 14 days.

Russian authorities start the application for tracking of the contacts infected with COVID-19

Registration are not required – to set it enough and to activate. At the same time installation of the application, as well as informing on the disease fact - case voluntary, but the more users will set it, the scope will be wider — the minister told.

As Medusa, in the application "Stopkoronavirus notes. My contacts" will build in protection against unfair users who can enter information on the infection for fun. It will manage to be made, having only entered the special code which will be issued when receiving positive test for COVID-19. Presumably it can be received at delivery of positive test for a coronavirus. It is necessary to avoid false notifications.

It is reported that the Exposure Notification technology which is joint development of Apple and Google which is already applied in a number of the countries of the world is the cornerstone of service.

The Apple CEO Tim Cook said earlier that the tool on tracking infected with a coronavirus will help to constrain spread of an infection, but at the same time "will respect the principle of transparency and the user's right to consent". The CEO of Google Sundar Pichai also emphasized that the system "it is well protected in respect of ensuring privacy of users".^{[1] [2]}
