Content

ETRIS DZZ was created within the framework of the Federal Space Program 2006-2015. It was formed by integrating into a single geographic information space all information resources of remote Earth sensing (DZZ) in the country. The project combined with unified technical standards within the framework of the new hierarchy the entire ground infrastructure that ensures the management of the targeted use of Russian DSE spacecraft, the reception of information, its processing and transfer to consumers.

Roscosmos calls this project one of the largest in the field of using the results of space activities in Russia and in the world.

History of creation and development

2020: Development of automatic streaming technology for space information

On March 5, 2020, Russian Space Systems Holding announced that as part of the modernization of the Unified Geospatial Remote Sensing Information System (ETRIS DZZ), it is developing innovative technology for automatic streaming of space information.

Development of automatic streaming of space-based information

According to the design of the developers, through the use of the most modern algorithmic and technical approaches, the complex will significantly reduce the processing time of remote sensing data of the Earth, which means increasing the efficiency of their application for their intended purpose, simplifying and reducing the cost of operating the ground infrastructure.

Automatic streaming of space survey data involves the use of strict mathematical models and processing algorithms, as well as the most efficient use of computing resources.

The main task of creating and deploying ETRIS DZZ is to eliminate the existing discrepancy between the capabilities of the dynamically developing Russian space potential in the field of DHS and its insufficient use to solve pressing problems of socio-economic development, science and security.

ETRIS DZZ ensures the organization of the targeted use of the Russian orbital group, the coordination of the work of ground complexes, centers, points of reception, processing and dissemination of DZZ data (including from foreign DZZ spacecraft) in the interests of various state authorities, departments, organizations, as well as the integration of their information resources into a single geographic information space for the prompt provision of users with DZZ Z data.

2019: Completion of ETRIS DZZ with the opening of a regional center in Anadyr

On April 12, 2019, it became known that Valery Zaichko, Deputy Director of the Navigation Space Systems Department of Roscosmos Group of Companies, spoke about the completion of the deployment of the ground-based infrastructure for collecting, receiving, processing, storing and distributing data.

Along with the three regional centers of ETRIS DZZ in the Arctic zone, four more regional centers of the system belonging to Roskosmos are located in Kaliningrad, Samara, Zheleznogorsk and Vostochny.

Valery Zaichko said that ETRIS DZZ, in addition to centers, includes several platforms. The first is the platform for planning the operation of the target equipment of the DSE spacecraft. It is used not only to plan connections, but also to reset data from spacecraft to regional centers.

The second is a digital platform for receiving and processing DHS data from space. In addition to the central geospatial data bank, a regional geospatial data bank has been established, or a regional data fund, which is located at all reception centers. A DHS data storage platform (distributed DHS data receiving fund) and a data exchange platform have also been created.

Valery Zaichko also noted that the state corporation uses the Luch space relay system in addition to terrestrial fiber optical communication networks. The Luch Multifunctional Space Relay System (ICSR) provides communication with moving objects outside visibility zones from Russian territory.

Valery Zaichko also said that to manage the Russian orbital constellation of DZZ satellites and ground infrastructure, Roscosmos began organizing a national DZZ center from space. 2018: Antarctica Space Information Reception Centre

In February 2018, it was announced that the Russian Space Systems Holding (RKS, part of the ROSCOSMOS State Corporation) will deploy a new ground-based center for receiving and processing information from Earth remote sensing satellites (DHS) in Antarctica. It will be the first centre of the Unified Geospatial Information System (ETRIS DHS) located in the southern hemisphere. Its creation will significantly increase the speed of bringing space-based information to consumers.

The complex being established in Antarctica will provide additional information from DHS spacecraft and its transfer to the RKS Scientific Center for Operational Earth Monitoring (NC OMZ). This will make it possible to quickly free the on-board memory of satellites, significantly increase the area of ​ ​ the observed surface of the Earth, the daily amount of data received and the speed of delivery of DHS information to consumers.

It will be possible to control the operation of the complex both on the spot - from a remote workplace in the wintering complex, and from Russia - through satellite communication channels. "

The Antarctic land center is planned to be located on a hilltop near the Progress station. The center will consist of an antenna complex under a radio transparent shelter and receiving and transmitting equipment installed in a block container.

Employees of the RKS holding, together with the Arctic and Antarctic Research Institute (FSBI AANIA), completed reconnaissance work in the area of ​ ​ the Progress station. As a result, specifications and deadlines were defined. The commissioning of the Antarctic Space Information Reception Center is scheduled for February 2019.

The deployment of the Antarctic DZZ center of the ROSCOSMOS state corporation is provided for by the Federal Space Program of Russia for 2016-2025 as part of the development of ETRIS DZZ.

2017

DHS Development Plan under the Digital Economy Program

According to the 2017 plans recorded in the Digital Economy of Russia program, it is planned to ensure the development of remote methods for obtaining spatial data arrays. To this end, in 2018, the legislation should define the basic principles for the acquisition, storage and dissemination of spatial data obtained from remote sensing of the Earth (DHS). This includes shooting from space, shooting from air, including unmanned aerial vehicles, laser scanning, etc.

The powers of federal departments should also be provided for as operators of state spacecraft. In 2019, mechanisms will be created to stimulate an increase in the creation and expansion of the use of spatial data obtained from remote sensing of the Earth.

Mechanisms for assessing and validating spatial data from remote sensing will be developed in 2020. By that time, the share of Russian remote sensing data in the total amount of remote sensing used in Russian geographic information systems will be 30%, and by 2025 it will increase to 90%.

Putin called for monetization of Earth remote sensing data

Providing accessible remote sensing data for Russian and foreign consumers is the most important task in the development of these technologies, President Vladimir Putin said at a meeting on the development of the space industry in May 2017.

To do this, it is necessary to consolidate all the resources available in this area, improve the procedure for certification of data and the regulatory framework for their use in various industries, he added.

Sensing data are also essential for the effective operation of industries such as construction, infrastructure, forestry, agriculture, ecology, meteorology, natural resource extraction, and disaster management.

The President referred to the experts' assessments, according to which in the coming years the demand for the provision of data obtained using remote sensing of the Earth will increase significantly. Russia has undeniable competitive advantages in this area, and it is necessary to use them to the maximum.

First of all, Vladimir Putin believes, for this it is necessary to increase the orbital grouping that provides remote sensing. By 2020, at least 15 spacecraft should operate in its composition. This will allow you to survey the territory of Russia and the entire globe.

2016: Start of normal operation

2011: Creation of the first stage of the system for 1 billion rubles

The creation of the first phase of ETRIS DHS began in 2011. Then Roscosmos announced an open competition for the implementation of ROC on the relevant topic in the period 2011-2013. The initial contract price was 1 039 000 000 rubles.

System composition and functions

Functionally, ETRIS DHS is divided into the following components:

  • Information subsystem providing processes for storage and distribution of DHS data;
  • DHS data acquisition scheduling and control subsystem;
  • data exchange subsystem;
  • Means of receiving and processing data from the DHS.

ETRIS DHS provides the following processes:

Planning and management of DHS information acquisition processes

  • Coordination of the targeted application of the orbital constellation of spacecraft by allocating their resources, integrated (interrelated) planning of surveys of objects and areas in accordance with the assigned tasks;
  • Integrated scheduling of communication sessions to reset space information at the receiving station;
  • coordinated control of ground grouping of DHS facilities;
  • coordination of plans for the supply of materials from foreign DZ spacecraft in the interests of state needs.

Reception and processing of DHS data

  • reception, registration and processing of the entire CI stream coming from various types of spacecraft.

Storage, dissemination and access of consumers to DHS data

  • archiving and storage of DHS data received from domestic and foreign DHS spacecraft;
  • ensuring access of consumers to DHS information through the system of geo-portals.

ETRIS consists of 13 large centers that are optimally located throughout Russia - from Kaliningrad to Khabarovsk, including the Arctic zone (Murmansk, and in the future - Dudinka and Anadyr).

The system coordinates their work with domestic spacecraft. It allows you to plan a survey, receive and process information from spacecraft in an integrated manner and without attracting additional resources.

As of the fall of 2016, the Russian orbital constellation of DZZ has seven spacecraft in operation and providing all types and modes of survey, including hyperspectral: Resurs-P No. 1, No. 2 and No. 3, Kanopus-V, Electro-L No. 1 and Meteor-M No. 1 and No. 2. Another device - Electro-L No. 2 is at the stage of flight design tests and is operating in test mode.

Within the framework of ETRIS, a general catalog of stored DHS data has been created, combining all existing Russian space survey archives. According to Roscosmos, this significantly increases the efficiency of using existing information from the DHS and stimulates an increase in the interest of domestic and foreign consumers in Russian geographic information services.
