The Tomsk region will create the first system in Russia to improve safety and expand the use of aviation drones. This was announced on March 1, 2023 by GLONASS JSC.

Due to the use of the current technological infrastructure of the ERA-GLONASS state information system, state departments will be able to receive legally significant information on air drone flights in an uncorrected form, while the exact coordinates of the UAV in case of accidents will be automatically transmitted to emergency services.

The agreement on the creation and development of a corresponding project involving the use of exclusively Russian technologies was signed by the Governor of the Tomsk Region Vladimir Mazur, Rector of the National Research Tomsk State University (TSU) Eduard Galazhinsky and General Director of GLONASS JSC Alexei Raikevich.

As of March 2023, in the Tomsk region, within the framework of the experimental legal regime established a year ago, an experimental area for the operation of unmanned aircraft systems was created and regulatory barriers were removed, which allows piloting drones with a maximum takeoff weight of more than 30 kg. Air drones can be used to deliver a large range of goods up to one and a half tons, aerial photography and agricultural work. The experiment will last for three years. Based on its results, further steps will be taken to develop unmanned aircraft in the country.

The President Russia set the task of creating another industry economies unmanned aircraft in the country. We are taking another step towards solving this task, which we can and should be one of the first in the country, "Governor Vladimir Mazur emphasized at the signing of the agreement. - Tomsk region has all the conditions for creation of this industry and localization of production of unmanned aivas systems: universities, high-tech companies, personnel for the economy, leading industrial partners.

TSU will become a platform for testing digital infrastructure and developing technologies for using artificial intelligence to optimize UAV flights. In addition, the university has already begun to develop a certification system for aircraft drone pilots.

Cooperation will allow TSU to solve a large range of problems and apply to the drone sphere those research solutions that have already been developed by the university's teams in the field of vision, robotics, artificial intelligence, quantum communications, mathematical modeling, and new materials. In the emerging high-tech industry, TSU will generate an intelligent product, which will be implemented, among other things, through royalties. The second area of ​ ​ interest to the university is training: from engineers for complex interdisciplinary areas to additional education programs, for example, for operators of unmanned systems, - said the rector of TSU Eduard Galazhinsky.

ERA-GLONASS, in addition to emergency warning and transfer of coordinates to emergency services in case of emergency, provides data exchange with the Unified Air Traffic Management System of the Russian Federation and government departments.

Alexey Raikevich noted that a joint project with the Tomsk region and TSU will be an important step in overcoming such key barriers to the mass commercial use of air pilots throughout Russia as the complexity of integration into the common airspace, the impossibility of confirming the ownership of UAVs online and compliance with the declared routes.

Reliable and legally significant data, the transfer of which is provided by the ERA-GLONASS state information system, form a trusted environment for all involved government departments and supervisory authorities. This solution ensures the transparency of air drone flights and opens up the possibility for intensive use of drones in all existing and promising services, - concluded the general director of GLONASS JSC.
