Competence Center in the field of transport flow modeling and transport planning, the SIMETRA group of companies has prepared a package of analytical materials for the project for the construction of a second ring road in St. Petersburg (KAD-2). Simetra announced this on April 11, 2024.

KAD-2 is a route for a long-distance bypass of St. Petersburg through the territory of the Leningrad Region.

SIMETRA experts have developed a multimodal transport model of St. Petersburg and the Leningrad Region, taking into account, among other things, macroeconomic indicators.

Field studies were also conducted to develop the documentation. SIMETRA experts took measurements of traffic intensity at 120 points, several sociological surveys were conducted on the mobility of the population and the readiness of traffic participants to pay for travel on the new ring road - 10 thousand respondents took part in it.

Based on the transport model, experts made more than a thousand scenario calculations, each of which took an average of six hours. The entire range of work took more than one year.

Based on the results of the analysis, SIMETRA experts considered various options for passing the route, determined the optimal number and location of transport interchanges, the charging system, and tariffs. Such a comprehensive analysis made it possible to choose the most preferred option for the implementation of the KAD-2 project.

2021: Development of a comprehensive transport infrastructure development program

SIMETRA announced on February 2, 2021, the development of a program for the integrated development of transport infrastructure (PKRTI) of the Leningrad Region. PKRTI of the Leningrad Region for the period up to 2035, as well as the Comprehensive Scheme for Organizing Transport Services for the Population by Public Transport (KSOT) were prepared by order of the Leningrad Region Highway Administration (Lenavtodor State Public Institution).

During the development of PKRTI, SIMETRA analyzed the conditions for the development of the transport system of the Leningrad region - statistical data state and private organizations were collected, federal and regional documents of strategic, territorial and transport planning were analyzed. The team also carried out field research and created a mathematical model of the transport system of the entire Leningrad region. For this, the intensity of the transport flow at more than 300 important transport nodes was investigated.

The entire received data array was processed by the analytical system RITM3. This made it possible to digitize the entire transport system of the Leningrad region. To solve the problems of transport planning, the project also uses the PTV Visum software complex, which has proven itself in transport modeling of the largest cities in the world.

Among the targets that can be achieved with the help of measures proposed in the PCRTI by 2035: a decrease in the number of places of concentration of road accidents by 55%, a reduction in the average travel time by car by 15%, by public transport - by 13%. The share of federal and regional roads operating in congestion mode will decrease by 32%.

The program for the integrated development of transport infrastructure of the Leningrad Region is recognized as one of the best in the Russian Federation in terms of technical implementation. The program pays special attention to the decoupling of our transport problems in conjunction with the agglomeration of St. Petersburg. By creating a program within the framework of the national project "Safe and High-Quality Automobile dorogiˮ, we have prepared a set of balanced, ranked measures for the development of the Leningrad region's road network, ensuring the safety and comfortable movement of our residents, and we are starting, and on some issues we have already begun their phased implementation," said Denis Sedov, Chairman of the Committee on Road Facilities of the Leningrad Region.

Due to the social orientation of the project, it was decided to demonstrate the entire progress of the development of the PKRTI to residents of the Leningrad region. The creation of such a transport plan is one of the most important tasks for the further development of the Leningrad region. We are confident that the phased implementation of the proposed measures will allow working at micro and macro levels: to solve pressing issues of LO residents, be it ensuring the availability of public transport or reducing waiting times at railway crossings. The project will help integrate the transport systems of the Leningrad region and St. Petersburg, as well as form transport bypasses of large settlements. In total, more than 600 events were proposed within the framework of PKRTI and KSOT. They relate to the repair and reconstruction of roads, the construction of new roads and bypasses, the introduction and change of routes of the public transport network, the development of pedestrian and bicycle infrastructure, and the organization of traffic. First of all, the most "painful" issues will be resolved: the fate of the Rzhevsky landfill, which does not allow the development of the Vsevolozhsky district to a full extent, as well as the construction of the KAD-2.

Published a digital map of the transport system of the Leningrad region

On September 17, 2020, SIMETRA, a competence center in the field of transport modeling and planning, published an interactive map of the transport system of the Leningrad Region. Specialists and ordinary residents of the region have become available visual information about the population density in certain areas, a map of accident foci and other information. All data were collected as part of a project to develop a program for the integrated development of transport infrastructure (PKRTI) and a comprehensive scheme for public transport services (KSOT) of the Leningrad Region. All data will be available to the customer following the results of the project - this will contribute to the digitalization of the region's transport.

On the map of the Leningrad region, you can add and remove "layers" with information, change the scale and view the data in detail up to a specific object. The interface allows you to quickly upload screenshots to share them, for example, on social networks.

The entire territory of the region is divided into transport areas, which reflect the places where people travel from and where most often. For most of them, the population density is separately calculated. In addition, you can see the following information:

  • the main accident foci with statistics of victims and dead,
  • individual transport measurement points (including during peak hours and at the borders of the region),
  • public transport measurement points (including at interchange nodes and terminal stops),
  • sections of the road network.

As the project develops, new layers will be added to the map: for example, data on public transport routes and stops will become available.

Launch of information resource to control development of transport infrastructure development program

In August 2020, the first stage of the project is nearing completion - a preliminary analysis of the conditions for the development of the transport system of the Leningrad region. To fulfill which, the company's specialists collected statistical data state and private organizations, analyzed federal and regional documents of strategic, territorial and transport planning.

SIMETRA experts have already begun the following two stages: they began to conduct field research and create a mathematical model of the transport system of the entire Leningrad Region. To do this, the team investigated the intensity of the transport flow at 216 transport nodes. In parallel, work is underway to create a computer mathematical transport model of the Leningrad Region, with the help of which engineers will be able to assess how effective certain solutions are: organizing reverse traffic, installing a traffic light, building a road, introducing a bus route.
