On July 20, 2016 there took place the meeting of the auction commission on consideration of the second parts of requests and to summing up an auction for purchase of technical support services of the software of EMS (EMC Documentum) for needs of the organizations of Rosatom[1]. Based on this software in state corporation the single system of electronic document management works.

Rosatom buys Documentum software technical support services for 155 million rubles

Applications for participation in purchase were submitted by the companies "Croc" and "Corus Consulting". On the course of an auction which took place on July 15 the starting price in 182 million rubles within 25 minutes was reduced to 155 million rubles. Final was the 16th offer on decrease in the starting price.

The smallest cost of agreement performance was offered by Croc company, she also was recognized by the winner of purchase.

Let's remind that the tender on technical support of software was announced Atomkomplekt companies (subsidiary of Rosatom) in June, 2016.

The list of services included technical support for 15 names softwares. At the same time the total quantity of licenses to which maintenance had to extend made more than 100 thousand, and initial contract amount exceeded 180 million rubles.

Under the terms of the agreement, the contractor should give support within 2 years from signature date of the relevant act. During the same period the customer should have right to use of new major versions, service packets and corrections of the purchased EMC Documentum software products.

2014-2015: Optimization of EDMS

In five years since the moment of start of the project on automation of workflow processes uniform industry EDMS of Rosatom was implemented at 107 enterprises of the industry. In 2014 in a system about 41 thousand users worked. A system was actively used for processing of different documentation, including organizational and administrative, contractual, purchasing and other documents, specific to the industry.

Permanent growth of number of users and amount of data led to increase in loading and deceleration of speed of a response of a system during the work of users. With respect thereto the decision to increase performance and speed of system operation was made. As the technology partner according to the solution of this task the AT Consulting company acted.

Optimization of a system was performed during the period from September, 2014 to February, 2015:

  • September, 2014: analysis of the code and logs of monitoring (identification of bottlenecks of a system) transition to Oracle v.11 (consulting and technical support of specialists of the company)
  • October, 2014: transfer of a system with EMC Documentum from version 6.5 on version 6.7
  • October-November, 2014: development of the first optimization release
  • December, 2014: installation of the first optimization release on an industrial copy of a system
  • November-December, 2014: development of the second optimization release
  • February, 2015: installation of the second optimization release on an industrial copy of a system.

As a result of optimization assigned tasks were solved and together with a team of the customer the positive results noticeable both according to automeasurements, and on the carried-out manual measurements at a user group and also according to reviews are achieved.

A system was optimized, the average speed of the measured transactions grew more than by 35%. The performed works allowed to reduce loading of the hardware that in turn will allow to lower capital costs of hardware and the software of a system during its further replication.

The uniform industry electronic document management system provides support of the distributed document flow, process automation and procedures of administration management, setting of documentary information and documents for accounting and also their protection and safety.

2013: Audit of EDMS

In May, 2013 the corporate newspaper of Rosatom "Country Rosatom" announced completion of audit of a uniform industry electronic document management system (EOSDO) according to the results of which it was going to perform optimization of a system.

In "Country Rosatom" it was noted that uniform EDMS caused many complaints from users: a system to them seemed difficult, unclear, and in it there were failures.

Fedor Frolov, the head of department of applied information systems of IT department of Rosenergoatom Concern, whose employees were also users of EOSDO, in the to article in the corporate magazine of the same name in 2012 noted existence of the complaint of users on "low high-speed performance of a system, on the low speed of reaction of developers and operating organization on explicit "holes" of a system.

Tender on execution of works on audit of program implementation and stress testing of EOSDO Rosatom carried out in April, 2013. Won it Corus Consulting. As followed from published by terms of reference, in a work progress it was necessary to reveal and document the potential risks of further operation of a system, problem and "bottlenecks" of EOSDO revealed within its operation and also to define an ultimate load of a complex of technical means.

Works had to be performed for the basic system interface (thin client) and a workplace of the CEO and his deputies (thick client), at the same time stress testing of the thin client - to be made for 5,000 at the same time working users.

One of tasks in a work progress put also the analysis of labor input for migration on the version of the EMC Documentum 6.7 platform (the current version of EOSDO was based on the EMC Documentum 6.5 platform).

It should be noted that in February, 2013 with the EOSDO developer –Croc - was signed the agreement on completion of a system for the amount almost of 60 million rubles, however – only regarding fall forward of acceptance of management decisions.

In May, 2013 Evgeny Charkin told TAdviser that in EDMS about 30 thousand users approximately worked at 70 enterprises of Rosatom already, and the general scope had to affect 150 enterprises of state corporation.

2012: Implementation of EDMS at 25 enterprises of Rosatom

In March, 2012 it was announced implementation of a uniform industry electronic document management system (EOSDO)by Croc company at 25 enterprises of Rosatom. In 2012 this system had to earn from 60 enterprises of state corporation.

A system is developed on the basis of own CROC software product based on EMC Documentum. This platform is used for storage and a versioning of electronic images of documents, the organization of search in the text of documents, access restriction to them and also for creation of the regulated routes of passing of documents.

EOSDO solves a number of practical problems. This reduction of time for acceptance of management decisions, performance improvement of work at the expense of the accelerated processing and approvals of documents, increase in performing discipline and, of course, economy due to transition to paperless document flow.

If in 2011 EOSDO started generally in parent organizations – JSC Rosenergoatom Concern, JSC Atomenergoproekt, JSC TVEL, JSC,JSC NIAEP, then in 2012 start of a system was performed mainly in their subsidiary companies. It was planned that according to the results of the project in a system 150 enterprises of the industry will work, and the number of users of EOSDO will reach 50 thousand human.

As of spring of 2012 in the EOSDO system more than 10 thousand employees worked. Due to increase in productivity economic effect on each of them was 144 thousand rubles a year. On the central office for 2011 thanks to a system it was succeeded to save 172 million rubles.

In EOSDO management of organizational and administrative documentation and a contracted work were automated, the electronic archive is created. Gradually a common information space formed.

2010: Start of the project on workflow automation

Rosatom carried out large-scale transformation of the corporate IT platform on the basis of SAP solutions, EMC Documentum, Oracle Primavera and others since 2009.

In 2010 the state corporation began implementation of the large-scale project on automation of workflow processes.
