According to the official telegram channel of the Federal Customs Service, the head of the service Valery Pikalev, as well as deputy head Denis Tereshchenko, inspected the work of the Main Data Processing Center (GTSOD). The center is designed to increase the capacity and fault tolerance of the information system of customs authorities. Valery Pikalev noted that the digitalization of customs activities is in full swing, but there is still a lot of work to be done ahead.
During the inspection, it was noted that the migration of databases and software of the Unified Automated Information System (UAIS) of customs authorities to the GTSOD will be completed by the end of 2024. The DPC is implemented in an architecture that ensures the uninterrupted operation of all subsystems, which is extremely important for the operational design of goods throughout Russia.
The center is equipped with guaranteed power supply systems and diesel generators, which will allow, if necessary, to operate autonomously for 12 hours. According to Valery Pikalev, the level of fault tolerance and accessibility of the UAIS will be 99.9%, which will ensure a high level of reliability of the customs authorities.
In addition, the GDC will significantly improve the protection of critical information infrastructure and customs data. The centre will also be integrated with other important systems to ensure more efficient and secure customs clearance. The commissioning of the main departmental data center is scheduled for 2025, which will bring the UAIS to a new level and strengthen data protection.[1][2]
2022: Opening of the main data center of the FCS of Russia
On September 16, 2022, the grand opening of the new building of the Main Data Processing Center of the Federal Customs Service (FCS) of Russia took place in Tver. This was reported by the press service of the Government of the Tver region.
Governor Igor Rudenya and Head of the Federal Customs Service of Russia Vladimir Bulavin took part in the event. The flagship data center, which provides full-scale digitalization of the activities of the country's customs authorities, is being created in Tver on behalf of Russian President Vladimir Putin.
The head of the region and the head of the Federal Customs Service of Russia examined the server room, the premises of the main administrative board, the generator and dispatch center.
The main data center of the FCS in Tver will become the main platform for centralized processing of data received from customs authorities. The tasks of the center will include ensuring the continuity of information systems.
By mid-September 2022, the first stage of the creation of the main data processing center of the FCS of Russia was completed. The two final stages for equipping the center with IT infrastructure should be completed by 2023.
After the completion of the formation of the GDC "Tver" key parameters, it is planned to bring to the following values.

Start of construction of FCS main data center by AMDtekhnologiya contractor
On January 13, 2021, AMDtechnologii announced to TAdviser that it had won an open competition for the construction of the main data center for the Federal Customs Service of the Russian Federation. The company plans to put into operation a highly reliable data center with a total IT equipment capacity of up to 1,000 kW in two years.
The company bypassed Lanit-Integration and received a contract for the reconstruction of the administrative and production complex of the Tver customs. Under the terms of the contract, AMDtechnologii must complete the construction of the data center in two years. The contract amount amounted to 790 million rubles.
Construction The data center FCS Russia for is included in the list of measures aimed at implementing the "Strategy for the Development of the Customs Service until 2030." According to the strategy, the FCS should ensure the full-scale digitalization of the activities of customs authorities in the next ten years. By 2030, the Federal Customs Service is faced with the task of becoming qualitatively different, saturated, artificial intelligence quickly reconfigured, information related to internal and external partners.
The unified automated information system of customs authorities, which includes 69 information resources, 81 software tools and 2 thousand data transmission channels as of January 2021, processes 35 million electronic messages every day. And in the process of the active transition of the FCS of Russia to "digital," the scale of work with electronic resources will only grow.
To organize the processes of storing and transferring large amounts of data, the AMDtechnologiya team will have to create the main data center of the FCS of Russia as soon as possible. It will be located in Tver on the territory of the administrative and production complex of the local customs.
The data center will be designed for a total IT equipment capacity of up to 1000 kW and up to 110 racks. The data center will fully comply with the Tier III reliability requirements according to the Uptime Institute classification - electronic customs systems must have an availability ratio of at least 99.9%.
The course of the Russian Federation on the digitalization of the national economy requires building a high-quality and safe infrastructure of state data centers. Only in this case, departments and state institutions will be able to exchange information among themselves and build completely contactless, digital relations with citizens. Resumption of DPC design by Lanit-Integration contractor
The design of the main data center of the Federal Customs Service (FCS) will be carried out by LANIT-Integration (part of the LANIT group ). Earlier, the project was stalled due to the fact that the previous contractor of the department for these works, N-com, from the point of view of the customer, did not cope with the obligations assumed, after which the contract with him was unilaterally terminated in early June 2020. This became known on July 21, 2020.
The source recalled that N-com was chosen by the FCS as part of the competition that started on October 21, 2019. The initial price of the design contract was set at 29.1 million rubles. The winner reduced the price of the lot by almost half - to 15 million rubles. Among the remaining competitors were LANIT-Integration, CROC Incorporated, Inline Technologies and Industrial Electrical Engineering XXI.
It was assumed that N-Com would complete the design of the data center by March 31, 2020. After the work was disrupted, the FCS on June 10, 2020 restarted the tender with the previous starting price of the lot. As follows from the documents on the public procurement website, the companies AMDtechnologii and AV-engineering tried to compete with Lanit on it. The first of these was rejected on the grounds that financial security was not properly presented. The second is due to the absence of an extract from the register of members of a self-regulatory organization in the field of architectural and construction design in the application.

Failure of design of the main data center
As CNews found out, the Federal Customs Service (FCS) was unable to launch the project for the construction of the main data processing center (DPC ) of the department, which it had previously announced, on time. The thematic contract for the design of the facility signed by officials at the end of November 2019 in early June 2020 was unilaterally terminated by the FCS. This became known on June 22, 2020.

The winner had to complete the design by March 31, 2020. The contract card as the reason for its termination with the company indicated that "the result of work within the deadline established by the contract was not presented to the customer, the shortcomings of the work were not eliminated."
According to representatives of the FCS, the reason for the termination of the contract was the non-fulfillment by the contractor of all its obligations that were provided for by the contract. The contract was not executed in full by the contractor.
As a result, N-com not only did not receive any money, but also had to satisfy the requirements of the FCS to pay a penalty in the amount of 750 thousand rubles.
During the execution of the contract, the contractor was required to carry out design and survey work on the reconstruction of the administrative and production complex of the Tver customs. Applications from applicants will be accepted until July 7. Their consideration is scheduled for July 13. The design of the data center must be completed by the winner of the competition by October 26, 2020, that is, seven months later than the period for which the FCS originally hoped[5].
