2025: Rosreestr will pay Rostelecom ₽5,1 billion for renting a data center

Following the results of the competition, the Federal Service for State Registration, Cadastre and Cartography signed a contract with Rostelecom for the provision of data processing center capacities worth ₽5,1 billion. This became known in early February 2025. Services will be provided from February 7, 2025 to January 31, 2026.

According to Vedomosti, the main IT infrastructure of Rosreestr will be placed in the cloud using 2830 CPU cores and 34 TB of RAM. It is planned to rent four server racks - two in different data centers with a supplied power of 14 kW each.

The right to stop the work of data centers for 15 minutes a year

Rostelecom may stop the work of data centers, where information about real estate transactions registered by Rosreestr is stored, only for 15 minutes a year, the TASS news agency reported on October 10, 2018, citing the words of Deputy Minister of Economic Development of Russia Victoria Abramchenko.

The contract concluded for the provision of services with Rostelecom provides for the receipt of the service constantly. The contract stated that during the year "Rostelecom" can do some technical work for no more than 15 minutes, that is, the data center can stand for no more than 15 minutes a year, - a representative of the Ministry of Economic Development of the Russian Federation revealed the conditions for interaction between state organizations.

The statement of Rosreestr is due to the failure of the operator in August 2018, which serves the storage of data from the Unified State Register of Real Estate. Then "Rostelecom" received penalties for the quality of services. The amount of the fine was not disclosed. The company explained that the cause of the problem was a failure in the software of the equipment on which Rosreestr's application systems were deployed.

Failure in the work of Rosreestr. Reasons

On September 3, 2018, the malfunction of the Rosreestr IT system was completely eliminated, and the causes of the problems became known.

On August 20, there was a failure in the system that provides acceptance and processing of applications for the provision of public services of Rosreestr due to an accident in the leased data center of Rostelecom.

On August 22, the department announced the restoration of the data center, but warned of a possible increase in the timing of real estate registration due to the accumulated number of requests. A full recovery was planned by August 23, but on the 28th, Rosreestr reported that this had not happened. Then "Rostelecom" called another deadline for the return of state services of Rosreestr to normal operation - August 31. But it didn't work out either.

Failure of Rosreestr communication with free software

Since September 3, as stated in Rostelecom, Rosreestr began to normally provide services for new applications, as well as gradually process the accumulated requests. It is planned that the transfer to the backup capacity of software will be completed within two weeks.

According to the publication, a subsidiary of Rostelecom was supposed to be engaged in the revision of Ceph. "Thionyx" Its website states that the company is a "national operator of cloud services based on solutions OpenStack and in-house developments."[3]
