The government contract between Federal Treasury and LANIT Ltd on creation of the workflow system was signed based on an open competition. LANIT it was recognized him by the winner in April, 2006.

The project plan included consulting services, services in adaptation of basic software (the platform of implementation), services in installation of a system, training of specialists of the customer, carrying out integration works, implementation of data migration from the applications used by the customer, warranty maintenance of a system.

The systematized description of the existing practice of document flow of treasury became result of the cycle of works of preproject consulting which is carried out by LANIT. The document "The Specified Technical Requirements to the Automated System of Document Flow (ASDF)" developed by consultants after its approval of the customer and statements, became a normative basis of the subsequent work of all project participants. According to the specified technical requirements the contractor were carried out:

  • adaptation of LanDocs to requirements of the customer (a number of additional functions and specialized reports was developed);
  • integration of LanDocs with basic infrastructure software and the applied systems of the customer;
  • integration of a security subsystem of LanDocs with authorized certification center;
  • unloading of data on citizens' appeals for the publication on the website of Federal Treasury;
  • the software installation on jobs;
  • training of administrators and users;
  • data transfer from the replaced system.

After acceptance of a system by the customer, since January, 2007, its commercial operation in central office of Federal Treasury began. Within the first month ASD provided information and technology support of processes of execution of incoming documents and accounting of complaints and citizens' appeals. Since February, 2007 in the mode of commercial operation a system covered processing of outgoing documents (including, answers to complaints and citizens' appeals), then processing of interdepartmental correspondence and registration of orders on primary activity were supported. For placement on the website of treasury unloading from ASD of the list of complaints and citizens' appeals together with information on the course of their consideration is implemented in the regular mode.

New practice of work with documents is recorded in the "Production schedules of work with documents in PPO ASD of central office of Federal Treasury" developed by consultants of LANIT where all office work transactions and the processes supported by a system are in details described, process charts of processing of all document types are submitted.

Based on implementation of ASD in central office, the Federal Treasury made the decision to replicate a system in 85 Territorial Departments. The project of deployment of ASD in Territorial Departments was executed jointly by LANIT and Organizatsionno-tekhnologicheskiye resheniya 2000 LLC. The works on replication of a system were completed in April, 2008.

Now in a system more than 7000 users work.
