In Gazprom project completion of system implementation of control automation by labor resources approaches

Content

The IBS group announced on January 21, 2013 a successful completion of the first stage of the project on implementation of the Automated control system for personnel in JSC Gazprom. Within the project the "Accounting and Settlings with Personnel" block is implemented.

Start

In 2008 the strategy of informatization of JSC Gazprom defining assessment of a current status of IT providing the company and also the direction of its development and the target architecture necessary for support of achievement of strategic objectives of JSC Gazprom is approved. The Automated Control System for Personnel (ACSP) is the vertically integrated solution for process automation of the human resources management (HRM) on the SAP platform provided by strategy.

Before works on automation in the company there was no single database of workers of the Gazprom Group that made impossible comparison of data of UChR on the different organizations, formation of the corporate analytical reporting was integrated to high labor and time expenditure, planning and cost control on personnel and also requirements planning in specialists of a certain qualification were performed with a high error and labor costs.

Solution

The project began in 2009 when based on the tender IBS it was selected by the General contractor for execution of works on creation of ASUP. From JSC Gazprom the subsidiary service IT company – Gazprom inform LLC was appointed the customer of these works.

In a work progress specialists of IBS should achieve reduction of terms of information processing and labor costs on accomplishment of business processes of management of human resources of the Gazprom Group and reporting, to implement effective management on Group employee competences, to standardize personnel information for ensuring transparency and for a possibility of effective management of the personnel, to create the integration solution for interaction with the accounting systems of the Child organizations.

Works on implementation of a subsystem "Accounting and settlings with personnel" were executed by IBS in close interaction with specialists of support department and development of ASUP of Management of financial and economic vertically integrated solutions of Gazprom inform LLC.

Within the project one of the largest industry databases on personnel which according to the Act of the Russian Federation "About Personal Data" is already classified as an information system of personal data processing of the first class (more than 100 thousand employees) is created.

In JSC Gazprom the infrastructure allowing to work with personal data of employees both through a local network of the company, and on the Internet, at the same time completely conforming to requirements of information security is unrolled.

By January 21, 2013 the corporate system of personnel management of JSC Gazprom to which users of personnel management department of JSC Gazprom, Accounting department of JSC Gazprom and also HR service more than 120 subsidiaries and the organizations of JSC Gazprom are connected is created. Within methodological project scope more than 20 HR tools and technologies are developed and implemented, including: regulations of business processes, provision, technique and other methodological materials necessary for effective implementation of processes in the new environment. More than 400 users in administration of JSC Gazprom and more than 700 users in subsidiaries are connected to a system. Upon termination of the project all staff of administration of JSC Gazprom (2000 users) and also 4095 employees of HR services of subsidiaries of JSC Gazprom will be connected to a system.

Time

Three stages of project implementation are defined and according to the diagram works are conducted: within the first stage the subsystem "Accounting and settlings with personnel" is created and put into operation. Trial operation of functionality of the second stage "Increase in Effective Management of Personnel" and preliminary tests of the third stage "Strategic Management by Personnel" ASUP and integration into the module HR of the IUSP standard template is begun. In April, 2013 project completion is planned.
