Development of DPC network in the territory of the Sakha Republic continues

Within the "Development of Information Society in the Sakha (Yakutia) Republic for 2012-2016" program in the Namsky ulus of the republic in the fall of 2012 the first district data processing center for public authorities of Yakutia based on the patented development of Utilex company - a small-size data processing center of DataStone ("DPC in a corridor") is created.

This project became sign for the Republic – creation of similar district DPCs in each region of Yakutia which network will allow to implement completely the program of rendering the public and municipal services to the population of the region electronically is planned in the near future.

District Data processing centers will become a core of infrastructure of a regional system of interdepartmental electronic interaction in territories of municipal entities. In them all data necessary for local government authority of district level for analytical work, providing the set reporting, the forecast of social and economic development of areas will accumulate in the structured type. Accumulation of the data necessary for providing the public and municipal services, in District data warehouses will allow to create and provide reliable functioning of regional infrastructure of a system of interdepartmental electronic interaction. Thus, fulfillment of requirements of Federal law No. 210 of 7/27/2010 "About the organization of providing the public and municipal services" at high technology level will be provided.

Prior to the beginning of the project operating conditions of the equipment of the existing district communication network node in the Namsky ulus did not conform to requirements for power and fault tolerance. The equipment was located in server District Administration on the area of 3 sq.m. It was cooled with the 3 kW. household conditioning system which does not have reservation, the fire extinguishing system was absent. Power of uninterruptible power supply units was 1 kW., without reservation.

In a project deliverable in server forces of Utilex company set small-size DPC of DataStone with necessary engineering subsystems, shown to IT equipment operating conditions on the power and fault tolerance.

  • subsystem of the 6.4 kW uninterrupted power with reservation according to scheme 2N,
  • subsystem of cooling with a power of 5 kW, with reservation according to scheme 2N,
  • moistening subsystem,
  • subsystem of automatic gas fire fighting,
  • subsystem of monitoring and access control.

In addition to the IT equipment DataStone, in a regional data processing center of the Namsky ulus the hi-tech equipment of district communication network node was used, including:

  • channel-forming, providing an instant and reliable communication with all areas of the Republic and the city of Yakutsk.
  • network and server, providing Namsky district with a video conferencing and the IP telephony
  • and also equipment of district network of broadband wireless access.

As a result of upgrade of the existing district communication network node on the basis of small-size DPC of DataStone the Republic's first District data processing center is brought into operation. It represents the hermetic autonomous system providing optimal conditions for operation of the equipment of a district data processing center and meeting the highest requirements for power and fault tolerance.

This District data processing center is the first stage on the way to formation of a system of rendering the public and municipal services to the population of the Sakha Republic electronically.

I performed inspection of DPC and was satisfied with work of new infrastructure. It is very reliable, powerful system protected from foreign intervention which besides takes very few place. DataStone was very convenient for installation in district data processing centers therefore we are going to apply this development in all regional centers of the Sakha Republic".

2014: Project Development

On June 17, 2014 the Utilex company announced end of the next stage of formation of network of district data processing centers in the Sakha (Yakutia) Republic.

For June 17, 2014 district DPCs are created in 8 regional centers of the Republic. As an engineering basis of IT infrastructure the Russian development - modular micro DPC of DataStone of production of Utilex company served.

The data warehouses placed in district DPCs accumulate and structure all data necessary for local government authority of district level for analytical work, providing the set reporting, the forecast of social and economic development of the area. They are a part of infrastructure of a Single regional system of interdepartmental electronic interaction in territories of municipal entities. It provides the timely automated providing data on requests of federal and republican state bodies and also local government authorities when rendering the public and municipal services to citizens and the organizations.

District DPCs perform functions of telecommunication nodes, servers of a video conferencing, distance learning and other applied applications.

On the next stage of development of a system of interdepartmental electronic interaction district data centers should be connected on existing land and/or to satellite channels to Republican DPC in Yakutsk.
