On November 9, 2020 material about implementation in the Irkutsk region of the Russian software for jobs was at the disposal of TAdviser.

As it was explained, ensuring due level of information security and that is not less important, autonomies of work of all crucial information systems was a project objective.

Work on the project of creation of a workplace on software of domestic manufacturers began actually with summer of 2018, from the moment of the adoption of the order of the Ministry of Telecom and Mass Communications of the Russian Federation of "About the Approval of Methodical Recommendations about Transition of Executive Authorities of the Subjects of the Russian Federation and Local Government Authorities of the Municipal Entities of the Russian Federation on Use of Domestic Office Software, including Earlier Purchased Office Software". By 2022 transition to domestic of software in the main volume should be complete.

OGAU "Information and Technical Center of the Irkutsk Region" acted as the contractor of the project.

The workplace should provide a possibility of accomplishment of all basic working tasks of employees government office of the region is system availability of work with the legal base, systems electronic document management and the systems of work with office documents, such as tables, texts and presentations, availability of the accounting systems "1C". The electronic document management system and office-works "CASE" in executive authorities Irkutsk the area was implemented in 2016 therefore it was necessary to provide compatibility of the updated software from already used EDMS. P7 Office cloud 1C and the network version of the software product "Consultant plus" under management were the main part of the used tools "" Microsoft Windows Server.

According to integrators of the project, integration of the last component became in practice the most serious problem, but as a result he after all earned properly. The platform on which the workplace functions — either operating systems families Windows, or a distribution kit GNU/Linux domestic production Alt Linux (is used).

For November, 2020 the project is in an implementation stage — about 250 licenses "P7 Office" which are unrolled in the corresponding quantity of workplaces are obtained. Also work on start of ten pilot jobs in the environment of Alt Linux for one of divisions of governor apparatus is conducted. In general the potential platform for system deployment — all this jobs in IOGV and organizations subordinated to them. The road map of transition on domestic is adjusted by software of executive authorities of the region.

The configured workplace is not in the true sense of the word remote — such task initially did not stand; nevertheless, employees can be connected to the necessary services using such tool as ViPNet ensuring safe functioning with reliable cryptographic protection.

In the choice of the operating system among the major factors there was a presence of the local partner, the company which could provide technical support and training for employees at the first stage of implementation. Far off, according to the Irkutsk integrators, to make it it is impracticable — by phone to resolve many issues it is problematic.

We talked to many integrators, but on an automated workplace only one undertook to ensure a full-fledged work of the IC. Besides, as we deal with domestic software, we wanted to provide support by the principle of "one window" not to handle problems concerning integration of systems to different producers. Remote support not really suits us — it is often necessary that the specialist physically visited the customer, it is especially demanded at an initial stage of implementation of any software. Microsoft Office considered several office domestic goods an alternative. Based on testing the choice fell on "P7 Office".

The product "P7 Office" has the sufficient level of a maturity for full application. "P7 Office" was closer via interface and functionality to Microsoft Office to whose use users got used. Integrators note that some defects — for example, not the quite correct display in certain cases of the difficult tables created in the Microsoft Office system — are present, but within testing announce these facts to developers.

For November, 2020 in implementation process of the project remained one of important unresolved problems — one of the EDMS components in the environment Linux is not started as requires for the installation absent in the environment of Linux browser Internet Explorer. Therefore signing electronic digital signature legally of significant documents, it is still impossible to implement.

Twice a year the Office-P7 is updated, and we see that our wishes were heard and considered. Besides, by practical consideration we established that EDMS "DELO" actually works together with "P7 Office" though officially the EDMS developer of such opportunity does not declare. The cross-platform in the work plan under Linux will not be provided yet, to work normally with the EDS in this environment it will not turn out. It is good that an opportunity to append the digital signature is necessary for not all employees — she is necessary first of all to those who approve and sign regulating legal documents, issues orders and orders, i.e. at the level of at least heads of departments and managements. Contractors already, in principle can begin to work with the software that complex which we created. The EDMS developer is aware of this problem and works on its solution.
