The Federal Treasury of Russia has begun transferring the state information system with data on state institutions (GIS GMU) to the domestic database management system Postgres Pro Enterprise Edition. ₽100 million have been allocated for the implementation of the import substitution project, according to documentation published in January 2025.

According to CNews, the competition for the choice of a contractor was announced by the department on December 26, 2024, and the results were summed up on January 20, 2025. The work is planned to be carried out in the central office of the Federal Treasury, the Nizhny Novgorod data center "Gorodets" and the Dubno data center. The deadline for completing the transition to the new DBMS is set until March 31, 2026.

GIS GMU has been operating since 2011 and is an official portal for publishing information on state and municipal institutions Russia in the fields of health care culture, medical and social expertise, formations and social services. The system is developing within the framework of the state program "Financial Management state and Regulation of Financial Markets."

To ensure a successful transition to domestic software, the Federal Treasury in May 2024 significantly expanded the volume of storage systems. Four memory modules were installed, each of which includes two disk enclosures with a total capacity of 737 TB, which increased the total storage to almost 3 PB.

The Treasury consistently implements an import substitution program for foreign software. In 2023, the department transferred the state information system on state and municipal payments from Oracle to PostgreSQL. In June 2024, the migration of the electronic budget subsystem "Accounting and Reporting" to Postgres was completed. Oracle Financials Accounting Hub was also replaced with the Russian transaction information platform Smart Vista, which operates on the basis of Postgres Pro DBMS.[1]
