In Russia, a state information system for digital services of the agro-industrial complex (IS TS APK) is being created, which will allow farmers (both legal entities and individuals) to receive information on existing state support measures through a single database, as well as draw up state support itself in electronic form. This project of digitalization of the industry has been discussed for a long time, and after the entry into force of the law (in September 2024), it finally received development. In December 2024, TAdviser discussed with market participants the importance and prospects of the IC of the agro-industrial complex.

According to the law, the IC of the APC will inform legal entities and individuals about possible measures of state support in the field of agricultural development, including taking into account the specifics of the provision of such measures by the regions; form and consider in electronic form applications for the provision of state support measures. Through the system, it will also be possible to collect reports, control the communication to the recipient of state support measures.

How a new IT system will help Russian farmers

According to TAdviser in the Ministry of Agriculture, the creation of a single base will allow a wider range of agricultural producers to receive reliable information about the current measures of state support. The ability to apply for such support measures in electronic form will significantly speed up the process and make life easier for manufacturers, and government agencies will allow them to promptly receive reports on the measures provided, the ministry stressed.

As Tatyana Baskhanova, First Deputy General Director of Progress Agro Group of Companies, told TAdviser, by the end of 2024, large agricultural producers use an average of up to 30 state systems in their activities. If the IC of the Central Office of the Agro-Industrial Complex combines all systems into one platform, and somehow the process of working in them is automated, then, of course, this is an improvement and a "plus," the interlocutor argues.

For example, the submission of documents for receiving state support measures will be carried out automatically. That is, based on the production data contained in various accounting systems, an application will be formed and the amount of assistance that will be provided automatically will be calculated, then this could be considered digitalization and optimization, she said.

According to Tatyana Baskhanova, if a single digital platform is simply created - nothing more than the unification of all services, then there is no point in this, except for simplifying control by authorities and regulatory authorities. For agricultural producers, this is the next cost: labor - specialists in the implementation and maintenance of the system are needed, material - in the form of software and technical software, and, accordingly, financial, which will increase production costs, ultimately, without having any positive impact.

The founder of the publication about agribusiness "Cultivator" Evgenia Asoyan says that the agro-industrial complex has problems with digitalization, and the IC of the Central Executive Committee of the agro-industrial complex can improve the situation for the better if it really simplifies the interaction of farmers with the state. According to the expert, the system will facilitate, among other things, the formation of an array of data necessary to create an end-to-end information support system, reduce production costs, and increase labor productivity.

As Evgenia Asoyan emphasizes, the focus of digitalization is shifted towards tracing systems (Mercury, Zerno, Saturn), which are often perceived as burdensome and ineffective.

Svetlana Savelyeva, Technical Director of the New Markets Department of Reksoft, believes that the implementation of the full potential of the IC of the agro-industrial complex will depend on the decisions of the executive authorities, but it is important that the technological base for the implementation of promising functions will already be created. According to the expert, the system will become not just a tool for submitting applications, but a full-fledged digital platform. It will allow you to receive up-to-date information on government support measures, analyze data on the region and even participate in improving the system, providing feedback.

Alexei Ponomarev, Head of Innovative Technologies at TeamIdea Group of Companies (developing IT solutions, including for the agro-industrial complex sector), believes that the need to create such a service has long been ripe for two main reasons. Firstly, some agricultural producers, due to uncertainties in the geopolitical arena, are afraid of difficulties associated with sending products for export, and the IC of the APC can provide them with significant support. The second reason, according to Ponomarev, is to consolidate the proposals of all market participants: the banking sector, local governments of the regions, federal agencies and departments. If the system is integrated with other existing sites and services for the B2B segment, as well as competently implemented, such as the State Public services portal, then it will become good support for representatives of the agricultural industry in difficult times, the TAdviser interlocutor is sure.

Adoption of the law on the creation of GIS

On July 24, 2024, it became known that Russia adopted a law allowing the Ministry of Digital Development (Ministry of Digital Development) to start creating a state information system for digital services of the agro-industrial complex (IC TsS APK) from September 1, 2024. This initiative, aimed at supporting the agricultural sector, was approved by the State Duma.

Bill No. 588707-8 was introduced by deputies Vladimir Kashin and Andrei Anikeev. According to Interfax, the adopted law allows the Ministry of Ministry of Digital Development to begin creating the system in the fall of 2024, while previous legislative norms provided for the start of its implementation only from March 1, 2026.

Russia adopted a law on the creation of GIS digital services of the agro-industrial complex

According to the authors of the bill, the acceleration of the development period will allow as soon as possible to provide legal entities and individuals with access to state support in the field of agriculture.

The law on the creation of the IC of the APC was originally adopted in May 2021. The operator of the system was determined by the Ministry of Agriculture (Ministry of Agriculture) or the federal state institution subordinate to it. It was planned that the system would inform legal entities and individuals about possible measures of state support, including regional features of the provision of such measures, as well as ensure the formation and consideration of applications for state support in electronic form.

In addition, through the system, it was supposed to collect reports and control the process of communicating support measures to recipients. Initially, the launch of the system was scheduled for January 1, 2025, but then the dates were postponed to March 1, 2026. The bill adopted by the deputies does not change the start date of the system, which remains March 1, 2026, but clarifies that the Ministry of Digital Development will be able to begin its creation starting from September 2024.[1]

The Ministry of Digital Development will create for the Ministry of Agriculture GIS digital services of the agro-industrial complex

On March 29, 2024, it became known that the Ministry of Digital Development would create a state information system for the Ministry of Agriculture for digital services of the agro-industrial complex (IS TS APK). The formation of the platform will begin in June 2024.

The bill proposes to clarify the powers of the Russian government in terms of the procedure for creating an IC of the agro-industrial complex. It is assumed that the new measures will make it possible to realize the possibility of obtaining state support by legal entities and individuals in the field of agricultural development using information and telecommunication technologies. At the same time, it is emphasized that the implementation of the program will not require additional budget funding.

According to Interfax, the law on the creation of the IC of the Agro-Industrial Complex was adopted by the State Duma in May 2021. The Ministry of Agriculture wasted money on the creation of GIS. 1.5 billion rubles were allocated for it

On June 23, 2023, it became known that the Ministry of Agriculture of the Russian Federation (Ministry of Agriculture) terminated contracts with the developer of an expensive information system, for the creation of which almost 1.5 billion rubles were allocated. In fact, these funds have been wasted.

According to CNews, we are talking about a project of an information system for digital services of the agro-industrial complex (IS TS APK). The initiative was planned to be implemented in two stages. First of all, the systems under the contract of December 2019 for 65.5 million rubles were created by the company "Контролтугоу.ру." Then two contracts for the second stage of system development and its development in May 2020 were received by Force - Development Center. The cost of these works amounted to 547 million and 859.2 million rubles, respectively. Thus, the total amount of the project is 1.47 billion rubles.

However, at the final stages of the execution of contracts of the second stage, disagreements arose between Force - Development Center and the Ministry of Agriculture. As a result, in August-September 2022, both of these agreements were unilaterally terminated by the customer. Moreover, it is impossible to use the work results already provided and for the most part paid for.

As noted by CNews, referring to information received from a number of experts working in the field of jurisprudence, the current situation may lead to the initiation of criminal cases against officials of the Ministry of Agriculture. It is known that two proceedings have already been initiated in the arbitration court. The first takes place on the claim of the "Force - Development Center" against the Ministry of Agriculture of April 25, 2022 on the recovery of underpaid funds. The second, dated September 8, 2022, also comes from the contractor and concerns the requirements for declaring the termination of contracts illegal.

In the first trial, the first court has already ruled in favor of Force. If the appeal does not change the decision, it will take effect. Then the second proceeding, which is suspended, should automatically end in favor of the plaintiff. In the case of such a scenario, it turns out that the state spent huge funds without receiving any result.[3]

Russian IT company sued 367.2 million rubles from the Ministry of Agriculture for broken contracts

In mid-June 2023, the Russian IT company Force - Development Center convinced the court that the Ministry of Agriculture of the Russian Federation illegally did not pay it 350 million rubles. under the project for the development and development of an information system for digital services of the agro-industrial complex. As a fine, the department will have to pay the former contractor another 20 million rubles, but the penalty may grow depending on when exactly the Ministry of Agriculture of the Russian Federation will make payments.

According to the publication CNews, on May 13, 2020, two state contracts totaling 1.41 billion rubles were concluded between the IT companies Force and the Ministry of Agriculture of the Russian Federation. Collectively, state contracts consisted in the development and development of an information system for digital services of the agro-industrial complex (IS TS APK) "in the amount of digitalization of the processes of preferential provision of services (preferential lending and agroleasing)."

At the final stages of the contract, disagreements arose between Force and the Ministry of Agriculture of the Russian Federation on the execution of work, and in September 2022, both contracts were unilaterally terminated by the federal executive body.

On April 25, 2022, Force filed a lawsuit. During the consideration of the claim, the Moscow Arbitration Court on September 6, 2022 appointed a computer-technical examination, the conduct of which was entrusted to the expert of the subordinate Ministry of Digital Research and Research "Voskhod." During the proceedings, the judge sided with the company.

Due to the fact that the defects of the IT system identified by the end of commissioning are not significant, since they do not prevent the use of the results of the work as intended. The principal amount of debt awarded by the court is equivalent to those funds that the Ministry of Agriculture of the Russian Federation did not pay extra under broken contracts.

According to the general director of Force Yevgeny Efimenko, the decision made by the court confirmed that the company had not committed any violations, and therefore the client had no reason to unilaterally abandon the project. Since the claim was not financial in nature, no debt was recovered.[4]
