SIMETRA Group, in agreement with the Urban Pro project and analytical center, carried out work in the field of transport development as part of the preparation of a master plan for the Cheboksary agglomeration. Urban Pro specialists presented a master plan for the development of the territory until 2035, which included analytical materials on the development of the transport network. Simetra announced this on May 20, 2024.

Work on a spatial plan for the development of the territory (master plan) was carried out by order of the ДОМ.РФ and the government of the Cheboksary region. The tasks of the developers were to determine the priority areas for the development of the Cheboksary agglomeration, which, in addition to the city of Cheboksary, includes the satellite city Novocheboksarsk, Cheboksary, Mariinsky-Posad, Morgaushsky and Tsivilsky districts, as well as highlight key projects with the participation of the state and private investment for further formation and support.

To study the transport section of the master plan, SIMETRA specialists analyzed the calculations of the transport situation of the urban planning and socio-economic development of the territory. As a result, restraining factors for the transport system were identified, including spontaneous pedestrian crossings on roads with high traffic intensity, as well as weak transport links between agglomeration areas.

Experts proposed a plan to eliminate shortcomings and form an optimal road map for the development of transport infrastructure. So, as part of the implementation of the master plan, it is planned to solve the problem of traffic jams on the Marposadskoye highway - the main connecting link of the Cheboksary agglomeration. SIMETRA specialists proposed to reconstruct the route with its expansion to three lanes and the allocation of a lane for public transport, as well as to build a backup highway in Novocheboksarsk. In combination, these measures will reduce the load level of the Marposad highway by 1.5 times.

In addition, as part of the implementation of the transport section of the master plan, it is planned to build the Third Transport Half-Ring from Vurnarsky Highway to Universitetskaya Street, as well as the launch of the Cheboksary-Zavolzhye cable car.

Finally, SIMETRA made development forecasts for the transport network for the period up to 2035 - the team presented conceptual proposals for the development of the public transport network, including water and rail, options for the formation of parking space, pedestrian and bicycle infrastructure, as well as a freight frame.

Start-up of ITS

Measures have been completed to introduce the intellectual transport system (ITS) of the Cheboksary urban agglomeration. The press service of the Ministry of Transport and Road Facilities of the Chuvash Republic announced this on October 20, 2023.

As part of the implementation of the smart city project in Cheboksary and the suburbs, a situational management center for ITS was created, which houses a data processing database to which intelligent transport systems are connected. Thus, 15 traffic lights were modernized with the installation of transport detectors and television cameras located on pr. M. Gorky, Moskovsky pr., st. K. Vorobyov, st. Dzerzhinsky. In addition, an integration platform was created, which provides a subsystem for managing traffic lights, a subsystem for monitoring transport flow parameters, a video surveillance subsystem and a digital twin subsystem.

ITS introduced in Cheboksary

By October 20, 2023, information collected by the system is being analyzed to prepare proposals for changing the organization of traffic, including adjusting the operating modes of traffic lights. Also, the preparation of an action plan for the modernization of traffic lights and the development of the integration platform will continue in subsequent years. The plan includes the further development of the capabilities of the traffic safety center through the introduction of new transport systems. Including video surveillance subsystems and recording accidents, the use of artificial intelligence, a public transport control module.

As of October 2023, about 185 million rubles were allocated from the federal budget for the implementation of the IT project in the Cheboksary urban agglomeration, and about 100 million are provided for the next two years.[1]

Transport System Development Analysis

SIMETRA conducted a comprehensive analysis of the development of the transport system of the Cheboksary agglomeration. The company announced this on August 30, 2023.

Experts analyzed the current situation, documents of transport and urban planning and identified the main barriers and drivers for the development of the territory. These measures will increase the effectiveness of measures for the development of the transport framework of the agglomeration.

As of August 2023, a consortium led by the Urban Pro project and analytical center as part of the implementation of the agreement between the Cabinet of Ministers of the Chuvash Republic and ДОМ.РФ is developing a master plan for the Cheboksary agglomeration. It is assumed that the document will include the study of architectural, planning, transport and engineering solutions, a detailed analysis of the current state and prospects for the development of key specialization markets for the largest industries and the agglomeration economy[2].

The transport situation in the Cheboksary agglomeration is negatively affected by the presence of unregulated spontaneously formed pedestrian crossings on roads with high traffic intensity, as well as self-regulated circular intersections of traffic flows.

In addition, we revealed the lack of a developed system of dedicated lanes for public transport, the lack of highways in the city, as well as weak transport links between the agglomeration areas, for example, the Moscow embankment and the pedestrian zone of the Cheboksary Bay, - said Sergey Blakitny, head of the transport planning group SIMETRA. - Detailed analysis made it possible to draw up a list of recommendations and priority measures that can affect the quality of the transport system, the mobility of citizens and the convenience of movement. At the current stage, a list of proposals is being formed, which will be further considered in detail by the region.

The next stage of work is the study of the main measures to improve the situation, calculating their cost and effectiveness. Using mathematical modeling, an analysis of changes in the transport situation in the event of a solution is implemented. The calculations will form the basis of the master plan of the Cheboksary agglomeration, which will improve many urban aspects. For example, to ensure the sustainable development of all types of transport for citizens, to increase the efficiency of using the road network, to create conditions for modern and comfortable public transport and safe conditions for transport and pedestrians.

Among the possible measures that will still pass the effectiveness assessment: the reconstruction of the Marposad highway with the allocation of a lane for public transport and cyclists, the construction of a backup of the Marposad highway from Traktostroiteley Avenue, the creation of the Third Transport Half-Ring from Vurnar Highway to University Street. As well as the launch of the Cheboksary - Volga region cable car and the construction of the Novocheboksarsk - Mariinsky Posad highway.
