NORBIT completed the next stage of system implementation of purchase management in Chelyabinsk

On December 20, 2018 the NORBIT company (enters into LANIT group) reported that it together with Management of municipal purchases of administration Chelyabinsk completed the next stage of implementation of the information management system purchases. According to the results of the project the Chelyabinsk management integrated and automated procurement procedures according to two legislative arrangements (Federal Law No. 44 and Federal Law No. 223). In a system designers of business processes are updated, additional analytical tools and forms of the reporting are developed.

Management of municipal purchases Chelyabinsk acts as authorized body by determination of suppliers (contractors, contractors) for the municipal customers, municipal budgetary institutions of Chelyabinsk and other legal entities conducting procurement through budget funds of the city. The implementation project of an information system on purchase management started in Chelyabinsk in 2014. For December, 2018 in it more than 3 thousand users work and more than 500 organizations of customers are registered. A system is created based on the Norbit Business Trade platform and integrates solutions of the AIS "Public and Municipal Procurements" and Portal of Suppliers registered in the register of domestic software.

The Municipal Information System (MIS) allows customers and authorized body to organize a full stroke of procurement procedures, to carry out competitive purchases using electronic document management and the electronic signature and also to exercise departmental control at all stages of purchases – from planning before performance of the contract.

The implemented system is integrated with the unified information system and different electronic marketplaces. MIS has modular structure and contains the different data and indicators necessary for purchase planning and creation of the relevant reporting. MIS reflects the history of actions, import and export of electronic documents on each user. Besides, a system contains the regulatory framework, methodical materials and other documents intended for customers.

The NORBIT company implements the technologies allowing to improve and increase system performance of purchases during all life. The information system became the key tool on management of a contract system. It helped to increase quality and effectiveness of purchasing activity. From 2014 for 2018 in a system more than 24 thousand requests for carrying out purchases were registered, more than 25 thousand notifications are sent by authorized body and customers of the city for placement to EIS. For the purpose of ensuring transition of the city of Chelyabinsk to a contract system with one of key and important stages of such transition the solution of a question of creation of a municipal information system within powers of local government authorities was. NORBIT (Lanit Group) company together with LANIT-URALS company and Management of the municipal order of City administration of Chelyabinsk carried out work on creation of a municipal information system for automation of the purchases performed by customers of the city of Chelyabinsk.

First of all the conceptual architecture of the municipal information system meeting standards of the Federal law of 4/5/2013 No. 44-FZ "About a contract system in the field of purchases of goods, works, services for ensuring the state and municipal needs" was defined (further – the Law on a contract system). Since August of the current year process of its implementation with participation of "pilot" city institutions is begun. The stage of trial operation passed successfully. Since November 01, 2014 customers of the city of Chelyabinsk will perform in full purchasing activity by means of the created Municipal information system in the field of purchases of the city of Chelyabinsk (further – MIS) which is completely integrated with the Official website of the Russian Federation. Today Management of the municipal order of the city of Chelyabinsk acts as authorized body by determination of suppliers (contractors, contractors) for more than 700 city institutions of Chelyabinsk. Application of MIS will allow to create a common information space for work of all participants of purchases, to automate a part of routine transactions and to provide the maximum transparency and openness of purchasing process.

Within works on creation of MIS work on a regulation of purchasing processes not only according to the Law on a contract system, but also according to the selected management model purchasing process in the municipal entity is carried out. In particular, on the portal the possibility of carrying out obligatory public discussion of purchases from 100 million rubles, implementation of functions on monitoring in the field of purchases is put.

Functional amount of works covered all aspects of conducting purchasing activity: collecting and consolidation of requests, formation of scheduled plans, intrasystem approval, consolidation and storage of reference and register information. In a system the packet of the preconfigured report forms and also the designer of reports allowing users to create necessary forms from scratch without involvement of technical specialists will be created. Bilateral integration with the Official website of the Russian Federation for order placement, and a number of electronic marketplaces, allows to make procurement procedure by the fastest and convenient. The mechanisms of the electronic signature guaranteeing high degree of information security are used at authentication of users in a system and conducting internal electronic document management.

Transition to a contract system in Chelyabinsk began in 2013 with development of the Concept and the Actions plan on its implementation. Centralization of purchases is the basis for acceptance of management decisions as the important tool in economy of budgetary funds, efficiency and effectiveness of purchasing process. The concept is adopted as the document defining the long-term strategy of actions of the city at implementation of reforms in the field of purchases till 2017. Now the model of complete centralization of purchases through authorized body is implemented. System approach to the sphere of planning and implementation of purchases, taking into account development of budget process in the Russian Federation is implemented. Entry into force of provisions of the Law on a contract system became a basic reason of carrying out upgrade of the existing purchasing IT infrastructure of administration of Chelyabinsk. For this reason we stopped the choice on developments of NORBIT company. We needed an effective and modern information system which in the conditions of the introduction of specific provisions of the Law on a contract system will be quickly improved further, by inclusion of new software modules. Besides, the software product which we received is clear and absolutely available to use even as now it is accepted to speak, to "unadvanced users".
