The Moscow region centralizes accounting: 10,000 officials go to clouds

In the Moscow region the new stage of transition to a centralized system of accounting (EISBU) starts. Until the end of 2016 it is going to be implemented in 132 organizations of the region. Information on it contains in documentation to a tender on rendering services which was announced^[1] for the benefit of the Ministry of Finance of the Moscow region in October. The starting price of the contract is 49.9 million rubles.

Within the project cultural, educational, sports facilities will be connected to EISBU. On an auction follows from the technical project that they will pass to the centralized solution from the products 1C and Parus which are used for accounting and set locally.

The centralized system is based on the product EXPERT "Estimate" developed by the company "NPO Christa. It automates conducting accounting and budget accounting, payroll, the analysis and functions of financial control.

A system is unrolled on infrastructure of technological support of the Moscow region, and users get access to it using web technologies – through the uniform portal. EISBU is held for use in executive authorities and state, budget and autonomous institutions of the region.

The Ministry of Finance of the Moscow region expects that a system will help to reduce the risks and potential damage connected with inefficient use of property and budgetary funds. It is possible due to creation of instruments of monitoring and operational information analysis about financial and economic activities of organizations, believe in department.

Among other target effects – decrease in labor costs and performance improvement at accomplishment of administrative procedures of accounting of financial and economic activity of organizations.

The Deputy Minister of Finance of the Moscow region Irina Kalbflyaysh told TAdviser that as of October, 2016 317 organizations are connected to EISBU, and the current number of users makes 3 thousand human.

Implementation of EISBU in state institutions of the social sphere is included in the plan of the priority actions aimed at development of economy and ensuring social stability in the region. The planned number of users of EISBU after accomplishment of the specified actions – to 10 thousand people, Irina Kalbflyaysh reported TAdviser.

The representative of the Ministry of Finance of the Moscow region added that in 2014 department held a competition on rendering delivery services and to software implementation of a centralized system of accounting for organizations of the region. In the course of carrying out tender in addition to AS Estimate requests with products were considered "1C: Accounting" and Parus Accounting. The winner of competition selected "NPO Christa. The government contract for the amount of 80 million rubles was concluded with the company.
