Automation of public procurements in the Republic of Adygea

The Keysystems company completed execution of works on implementation in trial operation of an information and analytical system of management of public procurements of the Republic of Adygea integrated with the Official Website of the Russian Federation (OWRF).

The system constructed based on a software package of WEB-Torgi-KS is completely integrated with the republican system of budget implementation "Budget-CS" that allows the Ministry of Finance of the Republic of Adygea to solve the complete list of tasks of effective management of public procurements in interrelation with processes of budget implementation of the region.

In the project progress special attention was paid to ensuring interrelation of planning processes, formations and placements of the state order and also the subsequent performance of contracts according to the concept of the electronic budget. Besides, functioning of the republican portal of state procurements for display of data on planning and placement of the state order, the signed contracts is provided, to analytical information by means of integration with the All-Russian website. The main feature of the project is consolidation of processes of management of the state order in the Ministry of Finance of the Republic of Adygea. The ministry not only performs powers of financial body of the territorial subject of the Russian Federation, but also is the body authorized for placement of the state order.

As a result of the carried-out works on implementation and adaptation of WEB-Torgi-KS PC by specialists of Keysystems such scheme of electronic interaction of the state customers with the Ministry of Finance of the republic which provides decrease in labor costs of all participants of process of purchases for the realization account of the principle of single data entry and integration of planning processes, formations and placements of the state order and also execution of the republican budget was offered. According to this scheme each purchasing request forms customers electronically and at the same time contacts positions of the approved scheduled plan of order placement that allows to monitor execution of purchase plans at any moment.

For the purpose of simplification of accomplishment of routine procedures for verification of the request for security with limits and budgetary appropriations in the Ministry of Finance of the Republic of Adygea automatic control on not exceeding of a free remaining balance of limits of budget commitments and budget painting is provided. At the same time reservation of budgetary funds is provided at a stage of formation of the request that guarantees their existence when financing contracts without the need for carrying out labor-intensive shiftings under the articles of budget classification.

The state customers and Authorized body received the effective instrument of decrease in labor costs during the work with the All-Russian website. Notifications and documentation in a system form Authorized body using a subsystem of integration and go to the website automatically. Data on the protocols posted on the website also automatically are loaded in a System. Data exchange about the conclusion (change) of contracts, their execution and termination with OOS at which the dependence of efficiency of work of users and high-speed performance of the All-Russian website considerably decreases is organized.

As all information on public procurements concentrates in the single database, there is possible a formation of all necessary reporting in real time that increases efficiency of control in the field of ensuring the state needs, and the unrolled uniform portal of public procurements of the Republic of Adygea allows potential suppliers to receive more quickly data on the planned and carried out purchases and also the signed contracts, thus the level of transparency of public procurements in the region significantly increases.

Today public institutions of the Republic of Adygea conduct trial operation of an automated system. Start of a system in commercial operation is going to be performed in the nearest future. Let's remind that the software package of WEB-Torgi-KS successfully functions in the Kaliningrad, Murmansk, Smolensk, Sakhalin regions and also in the Republics of Sakha (Yakutia), Chuvashia, etc.
