2018: The single automated system of budget implementation is created

The Ministry of Finance of the Ulyanovsk region and BFT Company completed the project at the end of 2017 directed to creation of a single automated system of budget implementation on the scale of the region. The Ulyanovsk region became the 22nd subject of the Russian Federation in which the centralized solution of BFT is implemented.

Within project implementation in municipal entities of the Ulyanovsk region the system of budget implementation "ADC-Finance" which is already applied in the region was upgraded. During upgrade of the existing system, its opportunities regarding centralization of service of execution of budgets of municipal entities of area were expanded.

Prior to centralization in the budget sphere of the region there was a set of the information systems separated and not integrated with the regional center for budget implementation. Each municipal entity applied methodologies, own, other than others, that resulted in variety of schemes of financing.

Project implementation allowed municipal entities of area to resolve a problem of variety of financial schemes, to unify methodology and to run budgets in a single centralized system.

Process of centralization of the solution took place in several stages. Originally the BFT Company made comprehensive examination of budget processes. On the basis of data retrieveds experts of BFT defined an implementation methodology of a single system. Implementation of a single system in municipal entities of pilot group of area, and its subsequent distribution on all other municipal entities became the next stage. 3000 jobs are connected to a single automated system. In total the centralized system of budget implementation of the Ulyanovsk region covers 187 budgets in 23 municipal districts, city districts and settlements.

All users of state, autonomous and budgetary institutions have an opportunity to work in a single system of budget implementation using the web browser that allows not to install on the working computer of the separate software. Thanks to the organization of work with data in real time and according to uniform standards and rules, duplication of information, an error when maintaining documentation is excluded. Centralization of a system allowed responsible financial bodies of municipal entities of the Ulyanovsk region to organize interaction with the State information system about the state and municipal payments (GIS GMP) through the system of interdepartmental electronic interaction (SIEI). Besides, integration of a centralized system of "ADC-Finance" into the ADC-Planning system which is already applied in the region and local information systems of administrators of income is implemented.

2012: The Ministry of Finance of the Ulyanovsk region develops the automation equipment of legally significant electronic document management

The BFT company and the Ministry of Finance of the Ulyanovsk region completed the implementing solution ADC-Finance for the benefit of department, the press service of integrator reported on November 16, 2012.

The legally significant electronic document management (LSEDM) applied in the Ministry of Finance of the Ulyanovsk region is a result of purposeful work in the field of creation of an effective modern system of financial management within the high standards and requirements set by the Program for increase in efficiency of budgeted expenses until 2012 and the Concept for creation and development of the state integrated Electronic Budget system.

The purpose of implementation of YuZED in the Ministry of Finance of the Ulyanovsk region along with implementation of strategically important national objectives - distribution of its key advantages on activity of department: reduction of paper document flow, decrease in the costs accompanying it and also considerable acceleration of processes of financial management.

As a result of complex audit by the staff of BFT Company and specialists of the Ministry of Finance of area of the scheme of paper document flow processes of signing of documents in the system of budget implementation "ADC-Finance" are adapted to opportunities of the qualified electronic signature of documents. The full range of the documentation regulating and arranging process of electronic document management taking into account specifics of activity of the ministry, features of normative legal regulation and the accepted system of office-work is developed.

Today more than 400 users of the ADC-Finance system - specialists of the Ministry of Finance, public authorities (GRBS/RBS) and organizations (PBS) of the region are connected to YuZED via the web interface.

Ekaterina Butskaya, the Acting Minister of Finance of the Ulyanovsk region noted: "Due to the lack of need of delivery by participants of budget process of paper originals of documents in the Ministry of Finance of the Ulyanovsk region and the maintenance of remote points of processing of payment documents, decrease in transportation costs and other accompanying costs is expected that as a result will lead to significant economy of budgetary funds".
