Moscow accuses Croc of failure to meet time constraints. Croc is sure that Moscow is guilty

Between the Moscow Department of Information Technology (DIT) and Croc the dispute because of terms of works on uniform information and telecommunication space of ZAGS of the city erupted. DIT consider that Croc skirted deadlines according to the government contract and in October, 2016 took legal action, requiring to collect from integrator for it a penalty in the form of a penalty fee in the amount of more than 17 million rubles.

In Croc claim that obligations of their company under the contract were fulfilled without violations. Specialists of integrator performed all necessary works in time, having beforehand notified on it the customer, the lawyer Croc Lyudmila Kosmovskaya says.

Performing protection of the civil rights, the customer formally treats terms of the contract. The actual facts of the case demonstrate unavailability of the customer to accept the performed works and to carry out necessary acceptance tests, - Kosmovskaya believes.

The lawyer added that on this case in Croc do not agree with the customer's claims. During trial of matter in a court session the evidence of lack of the listed violations will be produced, Lyudmila Kosmovskaya told.

DIT noted that in more detail the position will be sounded in court.

DIT and Croc argued because of terms of works on uniform information and telecommunication space of ZAGS of Moscow

The controversial government contract assumed execution of works on adaptation of uniform information and telecommunication space of Management of ZAGS (EITP ZAGS) and replication of the solution in the territory of Moscow. He was imprisoned^[1] in August, 2013. The price of the contract was 61.5 million rubles.

EITP ZAGS integrates management personnel of ZAGS, departments of ZAGS and wedding palaces of Moscow, archive and information department and remote jobs of specialists of Management of ZAGS in the multifunction centers of providing state services (MFC).

During the project it was required to expand the functionality of the software of EITP ZAGS including relating to providing state services in electronic form, to adapt the solution within trial operation and to connect new structural divisions to EITP ZAGS.

In delivery and acceptance certificates of works on the different stages of the government contract placed on the portal of state procurements discrepancy between planned and actual dates is specified. So, on two stages in acts planned date is designated December, 2013, and actual – December, 2014. Within one of these stages it was required to connect new structural divisions of Management of ZAGS to EITP ZAGS. In one act planned date is designated April, 2014, and actual – December, 2014.
