2025: Rosseti buys Alt Linux OS for ₽400 million
One of the largest power grid holdings in the world acquires licenses of the Russian Alt Linux operating system and technical support certificates for them totaling ₽400 million. The purchase is carried out by Rosseti Tsygina, the IT subsidiary of the Rosseti group. This became known from the technical assignment published on the public procurement website in November 2025.
According to the publication CNews, applications for participation in the tender were accepted until November 20, 2025, and the results of the selection should be announced on November 28, 2025. According to the documentation, the transfer of software rights and technical support certificates should take place within three calendar days from the date of receipt of the request from the customer.
The Rosseti Group manages 2.5 million km of power lines and electrical substations with a total capacity of 877 thousand megavolts-amperes. The holding provides power to consumers in 82 regions of Russia, through its networks more than 80% of all electricity generated in the country is transmitted. The group includes 45 subsidiaries and affiliates, including 19 distribution network companies, the total number of personnel is about 235 thousand people.
Rosseti Tsifa specializes in the maintenance and development of corporate and technological IT infrastructure, as well as in ensuring information security of the Rosseti group of companies. The company is the customer for the purchase of software and technical support services, which will be provided for individual requests during the entire term of the contract.
The Alt operating system is being developed by the Russian company BASEALT based on Linux. The list of supplied solutions includes Alt Server, Alt Workstation and the Alt Domain software package of the eleventh version. Licenses can be unlimited - with an effect limited by the term of the rights of the copyright holder, or urgent - for twelve months.[1]
2024: Rosseti purchased 100 thousand licenses of the Russian OS for 752 million rubles
On February 15, 2024, it became known that one of the world's largest electric grid holdings, Rosseti, purchased over 100 thousand licenses for Russian operating systems of BASEALT. The software was delivered as part of a tender worth 752.4 million rubles.
It is noted that the purchase was carried out on the basis of technical requirements that were developed as a result of comparative tests of the OS of various suppliers and included the entire set of necessary functionality. Rosseti has acquired over 97 thousand licenses for the Alt Workstation OS and approximately 3 thousand licenses for the Alt Server platform. The software will be delivered to 20 regional branches of the electric grid holding. In addition, under the terms of the agreement, BASEALT will train the customer's IT specialists.
The infrastructure of the power grid company is divided into two circuits - office and technological. The first is almost completely translated into Alt OS, while the second uses many OSs from different suppliers, including those designed for highly specialized tasks. Rosseti notes that the introduction of the Russian OS lays the foundation for the qualitative provision of technological sovereignty of such a strategically important industry as power. The Group purchases software from the unified register of Russian programs as part of the import substitution program and digital transformation strategy.
The Vedomosti newspaper adds that at the end of 2023, Rosseti held three more tenders for the purchase of software - an office suite worth 1.5 billion rubles, a postal system worth 1.3 billion rubles and communication software totaling 456 million rubles. According to available information, the choice fell the products "P7-Office," the mail service of the company "MyOffice" and the messenger VK.[2]
