2020: Beginning of digitization nearly one million acts of civil status

On May 18, 2020 the Skolkovo Foundation reported that Biorg company, the resident Klastera of information technologies, begins the project on digitization of the acts of civil status (ACS) for the Sakhalin region. The company acts as the contractor according to the results of an open competition worth 15 million rubles. Using the Beorg Smart Vision platform and specialized crowdsourcing service "Biorg" the company will transfer to an electronic form 986771 record from 1926 to 2000.

The Russian developer of intelligent systems based on neural networks and machine learning has serious experience of projects implementation of this sort — since 2018 the company digitized nearly 24 million records AGS for the Moscow region, Voronezh, Saratov, Ivanovo and Sevastopol.

"Biorg" will carry out digitization of AGS for the Sakhalin region, using possibilities of the innovation Beorg Smart Vision platform. It allows to start quickly geographically distributed projects and to work with different document types, despite their heterogeneity and complexity of interpretation. For example, in this project the assembly books containing information on the birth, the conclusion and annulment of marriage, paternity proof, record of acts of adoption, change of a name and death will be used. A part of records very shabby, from 20th years of the last century, was conducted by hand and contains even the Japanese letters and hieroglyphs.

Process is accurately regulated so that data entry represented some kind of "pipeline" thanks to what work is performed with maximum speed and is faultless. In complex cases there is a decomposition on separate fields (date, the address, a surname or other), in simpler and clear – complete record AGS is verified. Such approach is several times more effective than traditional and allows to reduce time for retroconverting several times, and the quality of input at the same time is 99%.

We hope that successful project implementation will allow ZAGS of the Sakhalin region to optimize significantly the work and to increase efficiency of processing of citizens' appeals. At the same time the risk of data loss or damage of paper originals will become minimum,

In total the Biorg command should transfer documents of 15 departments of ZAGS to an electronic form. Part of them is on islands near Japan which it is necessary to reach on the ferry.

Digitization of documents is very relevant where there is a big flow of incoming documents. These are, for example, large banks, state institutions, archives. For most commercial and government institutions own services of mass digitization are unprofitable both in terms of equipment cost, and in terms of overheads. Therefore in digitization of documents the Beorg Smart Vision platform is actively applied,

According to the Federal law and the Order of the Government of the Russian Federation, digitization of assembly books should come to the end no later than December 31, 2020. Converting more than 500 million data of all the REGISTRY OFFICE of the Russian Federation in the Unified state register of civil registrations (EGR ZAGS) which will form a basis of the federal information register of information about the population of Russia will become the next stage.
